DDA to Manage Daily Maintenance of Flats Starting April 1: Essential Information

In a significant move to enhance the maintenance of its residential complexes, the Delhi Development Authority (DDA) has announced plans to take over the day-to-day upkeep of its flats, including those built prior to 2021. This new initiative, set to commence on April 1, 2026, aims to improve service delivery and increase demand for housing inventory. Under this system, the DDA will directly manage various routine services and collect quarterly service charges from flat owners.

New Maintenance Structure

The DDA’s decision to assume responsibility for maintenance is part of a broader strategy to ensure better living conditions in its housing complexes. The authority will oversee essential services such as security, cleaning of common areas, maintenance of electrical installations, and upkeep of water tanks. Additionally, the DDA will handle minor repairs in shared spaces like staircases and corridors, as well as maintain water supply lines used for gardening. This structured approach is formalized through a standard operating procedure (SOP) that aims to clarify roles and responsibilities among the departments involved.

The DDA will manage these services until either the occupancy of a housing pocket reaches 80% or a residents’ welfare association (RWA) is established, whichever comes later. For unsold flats, the DDA will cover service charges as outlined in its bylaws. This initiative is expected to create a more organized system for managing maintenance across various housing projects.

Service Charges and Payment Mechanism

Under the new system, the DDA will implement a structured service charge model based on the square meterage of each flat, taking into account the building type and category. The initial rates for these charges have been calculated using estimates from engineering zones to ensure consistency across the board. Moving forward, the rates will be adjusted annually based on actual expenditures from the previous year and inflation rates as determined by the Central Board of Direct Taxes.

Residents will receive quarterly bills for these service charges, with a grace period of 10 days for payment without incurring interest. Payments can be made through digital platforms or at designated cash deposit counters within the complexes. If payments are not made within the grace period, a simple interest of 12% per annum will be applied, calculated from the billing date. In cases of persistent non-payment, the DDA reserves the right to recover dues as arrears of land revenue under existing regulations.

Impact on Residents and Future Developments

The DDA’s new maintenance policy is expected to significantly impact residents by providing a more reliable and efficient maintenance service. Previously, flat owners were only charged a one-time capital maintenance fee for major repairs, with no ongoing charges for routine upkeep. This change aims to fill that gap and ensure that residents receive consistent service throughout their time in DDA housing.

For flats allotted under schemes launched in 2023 and beyond, maintenance costs for the first year are already included in the capital maintenance charges. Regular service charges for these newer projects will only be implemented after the first year is completed. This phased approach allows residents to adjust to the new system while ensuring that maintenance remains a priority for the DDA.

As the DDA prepares to roll out this new maintenance framework, it emphasizes the importance of efficient service delivery and accountability. The authority is committed to ensuring that residents enjoy a well-maintained living environment, which is crucial for enhancing the overall appeal of its housing inventory.
