The report underscores that bribery has become a normalized practice, particularly when dealing with government departments. Businesses often resort to bribery to hasten the permit or compliance process, obtain duplicate licenses, or address property-related matters.
Only 16% of businesses reported successfully completing their tasks without resorting to bribery. Meanwhile, 19% claimed they had no need to engage in such practices. The report characterizes this bribery as a form of extortion, where essential services like permits and payments are routinely delayed unless bribes are paid. Despite advancements in digitization, the report notes that bribery persists, often occurring in private settings and evading surveillance.
Areas Most Affected by Corruption
The report identifies specific sectors where bribery is most prevalent. A significant 75% of bribes were paid to officials in departments such as legal, metrology, food, drugs, and health. Additionally, businesses reported paying bribes to officials in GST, pollution control, municipal corporations, and power departments. These findings illustrate the widespread nature of corruption across various sectors, impacting the overall business environment.
Despite the grim statistics, there is a silver lining. Respondents indicated a decline in both the frequency and overall value of bribes paid over the past year. This suggests that while corruption remains a challenge, there may be a gradual shift towards more ethical business practices. However, the persistence of bribery in critical areas raises concerns about the effectiveness of current anti-corruption measures.
The Role of Government Initiatives
The report acknowledges that initiatives like the Government eProcurement Marketplace are positive steps toward reducing corruption. However, it also points out that opportunities for malpractice still exist, particularly in supplier qualification, bid manipulation, and payment processes.
