No Fees for Consumers on Digital Payment Transactions
The Indian government has lifted the legal restriction on banks and platforms from imposing a charge or merchant discount rate (MDR) on Unified Payments Interface (UPI) transactions, which have been free since their inception. This decision has sparked discussions and concerns regarding potential fees for consumers. However, the Payments Council of India has reiterated that consumers will not incur any charges for using UPI.
No Fees for Consumers or Small Merchants
According to the Payments Council, UPI will remain free for consumers, allowing every Indian to make instant digital payments without transaction charges. Small shopkeepers and kirana stores will also not be required to pay any fees to accept UPI payments. The system was designed to ensure accessibility for even the smallest businesses across the country.

These investments are crucial for maintaining the security and availability of UPI, which operates 24/7.
Cost-Bearing Structure
The operational costs of UPI are currently borne by ecosystem participants, including banks and payment service providers. These entities continue to invest to ensure that consumers enjoy a safe and seamless payment experience. Merchant service charges, where applicable, are arrangements between merchants and payment service providers and do not translate into costs for consumers using digital payments.
