Maharashtra Legislature Commits to National e-Vidhan Application
In a pivotal advancement towards Prime Minister Narendra Modi’s vision of “One Nation, One Application” under the Digital India initiative, the Maharashtra Legislature has committed to adopting the National e-Vidhan Application (NeVA). This step marks a significant milestone in the state’s journey to a paperless and efficient legislative process.
A meeting convened at Vidhan Bhawan in Mumbai on July 16, 2026, included representatives from the Ministry of Parliamentary Affairs, the Department of Parliamentary Affairs of Maharashtra, and the Maharashtra Legislature Secretariat. The attendees were recognized for their collaborative efforts to implement the NeVA project within the Maharashtra Legislature.
Dr. Satya Prakash, Additional Secretary of the Ministry of Parliamentary Affairs and Mission Leader for NeVA, led the discussions. He was joined by Shri Jitendra Bhole and Shri Sudarshan Sathey from the Maharashtra Legislature, along with other key officials such as Smt. Supriya Dhivre and Shri Pandit Khedkar. The meeting concluded with an agreement to accelerate the signing of a Memorandum of Understanding (MoU) between the involved parties, facilitating the swift rollout of the project in Maharashtra.
Path Forward for Digital Governance
The commitment to NeVA reflects the proactive stance of the Government of Maharashtra, guided by Chief Minister Devendra Fadnavis, Maharashtra Legislative Assembly Speaker Rahul Narwekar, and Maharashtra Legislative Council Chairman Prof. Ram Shinde. Their shared goal is to establish a transparent, efficient, and citizen-centric Legislature.
During the meeting, participants engaged in comprehensive discussions regarding the project’s implementation roadmap. Topics included software capabilities, technical infrastructure, fiscal support, training needs, and the responsibilities of the agencies involved. Dr. Satya Prakash provided valuable insights on how these elements would function together.
Advancing Towards a Digital Legislative Ecosystem
The National e-Vidhan Application represents a broader mission by the Ministry of Parliamentary Affairs to digitalize all state and union territory legislatures. With a total allocation of ₹673.94 crore, NeVA aims to transition to electronic legislative business, fostering a more transparent and efficient legislative environment.
For Maharashtra, the financial commitment for implementing NeVA is around ₹48 crore, covering both the Maharashtra Legislative Assembly and Council across Mumbai and Nagpur locations. This initiative will enhance the ability of lawmakers to fulfill their duties and simplify access to legislative processes for citizens. Moreover, it aims to encourage public participation and ensure a digitally empowered legislative framework.
As of now, 33 state and union territory legislatures have executed MoUs with the Ministry of Parliamentary Affairs, with 21 having fully migrated to digital operations. The adoption of NeVA by Maharashtra signifies a notable step forward in expanding this essential digital legislative ecosystem across India.
