India and New Zealand Sign FTA: Key Highlights of the Trade Agreement and Zero Duties on Indian Exports

India and New Zealand have taken a significant step towards enhancing their economic relationship by signing a Free Trade Agreement (FTA) on Monday. The agreement, signed in the presence of India’s Commerce and Industry Minister Piyush Goyal and New Zealand’s Trade and Investment Minister Todd McClay, aims to double bilateral trade and provide Indian exporters with duty-free access to the New Zealand market. It is projected to attract investments worth $20 billion over the next 15 years, marking a new chapter in the trade ties between the two nations.

Key Features of the India-New Zealand FTA

The India-New Zealand Free Trade Agreement encompasses a wide range of provisions aimed at facilitating trade and investment. The pact includes 20 chapters that cover critical areas such as trade in goods, services, customs procedures, and dispute resolution. One of the most significant advantages for India is the duty-free access granted to all Indian exports, particularly benefiting labor-intensive sectors like textiles, leather, and engineering goods. Currently, New Zealand’s average import tariff is relatively low at 2.3 percent, making it an attractive market for Indian products.

In addition to goods, the agreement also opens doors for Indian services in high-value sectors such as information technology, education, and financial services. This includes commitments for market access that will enhance opportunities for Indian professionals. Notably, the FTA introduces a Temporary Employment Entry Visa pathway, allowing up to 5,000 skilled Indian workers to live and work in New Zealand for up to three years.

Investment and Trade Growth Prospects

The FTA is expected to significantly boost trade between India and New Zealand, which currently stands at approximately $2.4 billion. Minister Goyal emphasized that the agreement would create substantial opportunities for Indian businesses, particularly in sectors like leather, which is prominent in Agra. The elimination of import duties on Indian products is anticipated to foster growth in these industries, enhancing the overall economic landscape.

Moreover, New Zealand has committed to investing $20 billion in India over the next 15 years, further solidifying the economic partnership. This investment is expected to create jobs and stimulate growth in various sectors, benefiting both nations. The agreement also includes provisions for Indian exports of wine and spirits, which will enjoy duty-free access to the New Zealand market, while New Zealand wines will enter India at reduced tariff rates over a decade.

Protecting Domestic Interests

While the FTA offers numerous benefits, India has also taken steps to protect its domestic interests by excluding certain sensitive sectors from tariff concessions. Items such as dairy products, various vegetables, and certain agricultural products are on the exclusion list, ensuring that local industries remain safeguarded. This careful balancing act aims to maximize the benefits of the agreement while minimizing potential adverse impacts on domestic producers.

The agreement also includes provisions for gradually eliminating tariffs on a range of iron, steel, and scrap aluminum products over a period of up to ten years. By strategically managing tariff concessions, India aims to foster a favorable trade environment while ensuring that its domestic market is not adversely affected.
