The Bangladesh Cricket Board (BCB) had previously refused to send its team to India, citing security concerns after the exit of player Mustafizur Rahman from the IPL.

Scotland, currently ranked 14th in T20 internationals, was the next highest-ranked team that had missed out on qualification. Scotland’s matches are scheduled to begin on February 7, where they will face the West Indies, followed by games against Italy and England on February 9 and February 14, respectively. Behind the scenes, the Bangladesh Sports Ministry’s advisor, Asif Nazrul, advised against traveling to India, despite assurances from the ICC regarding security. The BCB’s attempts to engage with the ICC’s Dispute Resolution Committee were met with the realization that appeals against ICC Board decisions could not be heard. Although independent security assessments rated the threat level as “low to moderate,” Nazrul, representing the interim government, directed that the team would not participate in the tournament.

A meeting with the players was described as one-sided, with Nazrul informing the squad of the government’s decision not to allow them to travel. This directive ultimately led to the BCB’s firm stance against participation in the T20 World Cup, culminating in the ICC’s decision to replace Bangladesh with Scotland.
