Vi to Settle Rs 1,144 Crore Payment Plan for AGR Dues Over Next Decade

Vodafone Idea (Vi) has announced a significant restructuring of its financial obligations to the government, committing to pay Rs 1,144 crore over the next decade. The company’s adjusted gross revenue (AGR) dues, which have been frozen at Rs 87,695 crore, will be repaid in installments starting from March 2036. This decision, made by the Union Cabinet, provides crucial relief to the debt-laden telecom operator, allowing it to manage its financial liabilities more effectively.
Government Support and Payment Structure
The Union Cabinet’s decision to freeze Vi’s AGR dues at Rs 87,695 crore marks a pivotal moment for the company. The repayment plan is structured to begin in the fiscal year 2031-32 and will extend through to fiscal year 2040-41. Additionally, the government has granted Vi a six-year window, from fiscal year 2025-26 to fiscal year 2030-31, to settle AGR dues related to the financial years 2017-18 and 2018-19 without any alterations. This structured approach aims to ease the financial burden on Vi, which has been struggling under the weight of substantial liabilities.
Vi’s regulatory filing outlines the specifics of the repayment plan. The company will pay a maximum of Rs 124 crore annually from March 2026 to March 2031, followed by Rs 100 crore each year from March 2032 to March 2035. The remaining AGR dues will be settled in equal installments from March 2036 to March 2041. This arrangement is expected to provide Vi with a much-needed respite, as it would have otherwise faced a staggering payment of approximately Rs 18,000 crore by March 2026.
Financial Implications for Vodafone Idea
The restructuring of Vi’s AGR dues is crucial for the company, which previously reported total liabilities to the government of around Rs 2 lakh crore, including Rs 1.19 lakh crore for spectrum dues. Without government support, Vi warned of significant financial repercussions, including the potential loss of spectrum dues and a drastic erosion of equity value. The company’s annual liabilities have been more than double its operational cash generation, which has fluctuated between Rs 8,400 crore and Rs 9,200 crore over the past three years.
The relief provided by the government is seen as a lifeline for Vi, allowing it to stabilize its financial position. Analysts have noted that this move could alleviate funding pressures and enhance the company’s prospects for raising additional capital. A report from Citi suggests that the restructuring could expedite Vi’s efforts to secure Rs 250 billion (approximately Rs 25,000 crore) in bank debt, thereby improving its financial viability and enabling further investments in network infrastructure.
Future Prospects and Strategic Moves
In light of the recent developments, Vi has indicated that a committee appointed by the Department of Telecommunications (DoT) will reassess the AGR dues, with the final decision expected to influence future repayments. This reassessment could potentially lead to a more favorable outcome for the company, allowing it to manage its financial obligations more effectively.
Moreover, a recent favorable ruling from the Supreme Court has already enabled Vi to raise Rs 3,300 crore through non-convertible debentures. This capital infusion is critical for the company as it navigates through its financial challenges. Ambit Capital has highlighted that decisive government action and the possibility of a favorable reassessment will be instrumental in helping Vi secure the necessary bank funding for its survival and capital expenditures.
As Vodafone Idea continues to adapt to its financial landscape, the company’s ability to sustain operations and invest in network improvements will be closely monitored by industry analysts and stakeholders alike.
