India’s Bioenergy Sector Expands with 132 Operational CBG Plants, Achieving Daily Output of 920 Tonnes
India has made significant strides in renewable energy by establishing 132 Compressed Bio Gas (CBG) plants, which collectively produce 920 tonnes of clean fuel daily. This initiative, part of the Sustainable Alternative Towards Affordable Transportation (SATAT) program, aims to convert agricultural and organic waste into energy, thereby enhancing rural incomes and reducing emissions. Union Minister for Petroleum and Natural Gas, Hardeep Singh Puri, announced these developments on social media, emphasizing the program’s role in transforming waste into a valuable resource.
Overview of the SATAT Initiative
Launched on October 1, 2018, the SATAT initiative seeks to create a robust ecosystem for producing Compressed Bio Gas from various waste and biomass sources throughout India. The program encourages entrepreneurs to participate by inviting expressions of interest from oil and gas marketing companies, including major players like Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL), Hindustan Petroleum Corporation Limited (HPCL), Gas Authority of India Limited (GAIL), and Indraprastha Gas Limited (IGL). This collaborative approach aims to enhance the production and marketing of CBG, contributing to a cleaner environment and sustainable energy solutions.
The CBG plants not only provide an alternative fuel source but also play a crucial role in managing waste, particularly in rural areas where agricultural byproducts are abundant. By converting waste into energy, the initiative supports local economies and promotes environmental sustainability. As the number of CBG plants increases, so does the potential for job creation and economic development in these communities.
Boosting Domestic Energy Production
In addition to the CBG initiative, Minister Puri highlighted recent efforts to enhance India’s domestic energy production. He announced the offering of 50 new exploration and production (E&P) blocks, which encompass oil, gas, and coal bed methane assets. This move is seen as a vital step towards strengthening the country’s energy security. The new blocks will be available under various schemes, including the Open Acreage Licensing Policy (OALP-X) and the Discovered Small Field (DSF-IV) program.
The OALP-X initiative includes 25 blocks covering approximately 1.83 lakh square kilometers, which consist of onshore, shallow water, deepwater, and ultra-deepwater blocks. These blocks provide flexibility in exploration throughout the contract period, along with graded royalty rates. The DSF-IV program features 55 discoveries across nine contract areas, offering incentives such as zero royalty for the first seven years in deepwater regions and relaxed eligibility criteria for participants.
Incentives for Exploration and Development
The government has introduced several incentives to encourage participation in the exploration and production of energy resources. For instance, the upcoming coal-bed methane rounds will offer pricing freedom and cost reimbursement for mandated drilling in the 2026 round. These incentives are designed to attract more investors and streamline operations within the energy sector.
Furthermore, the Oilfields (Regulation and Development) Amendment Act, 2025, along with the PNG Rules 2025, aims to establish a unified regulatory framework. This framework is intended to enhance the ease of doing business in the energy sector, making it more accessible for both domestic and international investors. By simplifying regulations and providing clear guidelines, the government hopes to foster a more robust energy market that can meet the growing demands of the country.
