Assam’s Tech Initiative: Aiming for Global Semiconductor Presence by 2026
Finance Minister Nirmala Sitharaman recently visited the Tata Electronics’ Outsourced Semiconductor Assembly and Test (OSAT) facility in Jagiroad, Assam, marking a significant milestone in the state’s ambition to become a key player in the global semiconductor ecosystem by 2026. Accompanied by Chief Minister Himanta Biswa Sarma, Sitharaman emphasized the project’s potential to transform Assam into a hub for advanced electronics manufacturing in Northeast India. With an investment of Rs 27,000 crore, the facility is expected to produce 48 million semiconductor chips daily and create thousands of jobs.
The Tata OSAT Centre is a cornerstone initiative under India’s semiconductor mission, aimed at enhancing the country’s position in the global semiconductor market. The facility, once operational, is projected to generate approximately 15,000 direct jobs and an additional 11,000 to 13,000 indirect jobs, significantly boosting local employment opportunities. The first phase of the project is slated for completion by April 2026, with advanced chip packaging technologies being deployed to ensure high-quality production.
Randhir Thakur, CEO of Tata Electronics, provided an update on the project’s progress during the minister’s visit. He highlighted the transformative potential of the OSAT facility for Assam’s industrial landscape, emphasizing the opportunities it will create for skill development and large-scale employment. Chief Minister Sarma expressed optimism about the project’s impact, describing it as a pivotal development for Assam’s industrial ecosystem and a catalyst for economic growth in the region.
Government Support and Future Prospects
The establishment of the OSAT facility aligns with the Indian government’s broader semiconductor expansion strategy, which has gained momentum since the launch of the India Semiconductor Mission (ISM) in 2021. The government has committed Rs 76,000 crore under the Production Linked Incentive (PLI) scheme to support semiconductor manufacturing initiatives across the country. This financial backing underscores the government’s commitment to fostering innovation and growth in the semiconductor sector.
In addition to the OSAT facility, the government recently introduced a Rs 1 lakh crore research and development fund aimed at promoting innovation in both public and private sectors. This initiative is expected to further enhance India’s capabilities in semiconductor manufacturing and technology development, paving the way for a more integrated and competitive industry.
Community Engagement and Environmental Initiatives
During her visit, Finance Minister Sitharaman engaged with local entrepreneurs and students, encouraging them to explore the emerging opportunities in technology and manufacturing that the OSAT facility will bring to Assam. She commended the state’s foresight in attracting a semiconductor manufacturing unit, which she believes will significantly contribute to the region’s economic landscape.
As part of the visit, Sitharaman and Chief Minister Sarma honored J.N. Tata by planting red sandal saplings at the project site. This gesture symbolizes the project’s commitment to sustainability and growth, reflecting the government’s dedication to balancing industrial development with environmental responsibility.
Recent Milestones in India’s Semiconductor Sector
India’s semiconductor sector has witnessed significant progress, with the rollout of its first ‘Made in India’ chip from CG-Semi’s pilot OSAT facility in Sanand, Gujarat, earlier this year. Following this achievement, the government has approved ten semiconductor projects worth over Rs 1.6 lakh crore across six states, including Assam, Gujarat, Uttar Pradesh, Punjab, Odisha, and Andhra Pradesh.
The Ministry of Electronics and IT (MeitY) is now focusing on Semicon 2.0, the next phase of India’s semiconductor program, which aims to scale up production and enhance global integration. This ongoing commitment to semiconductor development positions India as a rising player in the global technology landscape, with the potential to attract further investments and innovations in the coming years.
