Aluminium Tin Shortage Poses Challenges for Indian Breweries, Projecting Rs 1,300 Crore Revenue Loss
India’s beer industry is currently grappling with a significant shortage of aluminum cans, which has prompted the Brewers Association of India (BAI) to request a temporary relaxation of quality control regulations. This shortage is projected to impact the supply of 500 ml cans, which represent nearly 20% of the country’s beer sales. The situation could lead to a revenue loss of approximately ₹1,300 crore for the government, highlighting the urgent need for regulatory adjustments to mitigate the crisis.
Severe Shortage of Aluminum Cans
The domestic beer sector in India is facing an alarming deficit of 12 to 13 crore aluminum cans annually, a situation that has raised concerns among industry stakeholders. The Brewers Association of India (BAI) has reported that this shortage is primarily due to the recent implementation of mandatory Bureau of Indian Standards (BIS) certification for aluminum cans, which is set to take effect on April 1, 2025. While this regulation aims to ensure product quality, it has inadvertently created immediate supply challenges for the beer and beverage packaging industries.
Key suppliers, including BALL Beverage Packaging India and Can-Pack India, have reached their production limits and will not be able to increase supply for at least six to twelve months. This delay is compounded by the lengthy process of obtaining BIS certification for imported cans, which can take several months, further exacerbating the supply crisis. The BAI has expressed that without immediate action, the industry risks facing severe disruptions in production and sales.
Impact on Government Revenues
The ongoing aluminum can shortage poses a significant threat to government revenues, particularly in terms of state excise taxes. The BAI estimates that the combined revenue loss for both central and state governments could range between ₹1,200 crore and ₹1,300 crore annually. In response to the crisis, the BAI has formally approached the government, requesting a deferral of the BIS certification requirement for imported aluminum cans until April 1, 2026. Additionally, the association has urged the government to allow imports of cans from international suppliers who have submitted their BIS certification applications, thereby alleviating some of the immediate supply pressures.

The beer industry operates over 55 breweries across India and employs more than 27,000 individuals. It has made substantial investments, totaling around ₹25,000 crore, and plays a vital role in supporting farmers and ancillary businesses. The current supply crisis threatens to disrupt these economic contributions, affecting various sectors, including agriculture, packaging, logistics, and retail.
United Breweries Ltd (UBL) has highlighted that the primary challenge facing the industry is the availability of packaging materials, particularly cans. The company’s Managing Director and CEO emphasized that the shortage is more pressing than inflation concerns. The BAI has indicated that while a recent one-month extension for compliance is a positive step, it is insufficient to build local manufacturing capacity or to import cans from abroad to meet the growing demand.

As demand for beer continues to outstrip supply, the BAI is calling for immediate regulatory flexibility to prevent further disruptions in production and sales. The association has stressed the urgency of the situation, noting that the ongoing shortage of aluminum cans poses a serious threat not only to the beer industry but also to the overall economy. The BAI’s appeal for regulatory adjustments aims to ensure that domestic capacity can catch up with demand over the coming year, thereby stabilizing the market and safeguarding government revenues.
