RBI Deputy Governor Urges Public Sector Banks to Prepare for Economic Shocks
Public sector banks (PSBs) in India are being urged to enhance their capital buffers to align with their risk profiles and growth aspirations, rather than merely fulfilling regulatory requirements. Reserve Bank of India (RBI) Deputy Governor Swaminathan J emphasized the importance of resilience amid global economic challenges during his address at the PSB Manthan 2025 event in New Delhi. He highlighted the need for proactive asset quality management and warned against complacency, urging banks to remain adaptable and prepared for future challenges.
Building Resilience in Public Sector Banks
During his speech, Deputy Governor Swaminathan J stressed the necessity for public sector banks to establish robust capital buffers that reflect their unique risk profiles and growth ambitions. He pointed out that the current global economic landscape is fraught with uncertainties, including geopolitical tensions and rapid technological changes. In this context, he called for PSBs to not only meet the minimum regulatory requirements but to proactively enhance their financial resilience. Swaminathan underscored the importance of managing asset quality with a preventive approach, advocating for the use of early warning systems and predictive analytics to identify potential stressors before they escalate into crises.
He remarked that the Indian economy has shown remarkable resilience despite these global headwinds. However, he cautioned that periods of stability can lead to complacency, which may result in significant errors. The deputy governor urged banks to learn from past mistakes and build on the successes of the last decade. He emphasized that the challenge for PSBs is to evolve continuously, ensuring they are strong, adaptable, and ready for the future. This transformation is crucial for contributing to the vision of a developed India by 2047.
Establishment of the Payments Regulatory Board
In a significant move to enhance the governance of payment systems, the Indian government has established a Payments Regulatory Board. This new board replaces the RBI’s internal payments board and comes in the wake of amendments to payment laws enacted in May. The board will be chaired by the RBI governor and will include key figures such as the deputy governor and the executive director responsible for payments. Additionally, the secretaries of financial services and the Ministry of Electronics and Information Technology (MeitY) will be part of the board, along with external member Aruna Sundararajan. The RBI’s principal legal adviser will also attend as a permanent invitee.
The formation of this board aims to streamline the regulatory framework governing payment systems in India, ensuring that they are efficient and secure. By bringing together various stakeholders, the board is expected to address the evolving challenges in the payments landscape and enhance the overall consumer experience. This initiative reflects the government’s commitment to fostering innovation in the financial sector while ensuring robust regulatory oversight.
Revisions to RBI’s Liquidity Framework
The Reserve Bank of India has announced revisions to its liquidity framework aimed at stabilizing short-term interest rates and ensuring timely transmission of rate decisions. Under the new framework, the overnight weighted average call rate will continue to serve as the operating target. However, the RBI will replace the existing 14-day variable rate repo and reverse repo operations with predominantly seven-day tenors. This change is designed to enhance predictability in liquidity management.
Furthermore, the RBI will now provide at least one day’s advance notice for liquidity operations, allowing market participants to better prepare for changes. These adjustments are part of the RBI’s ongoing efforts to maintain monetary stability and support economic growth. By refining its liquidity management strategies, the RBI aims to create a more predictable environment for financial institutions, ultimately benefiting the broader economy.
