Upcoming 3-Day Bank Strike Starting September 28: Government Employees to Receive Early Salary on September 25

The Indian government has decided to advance the payment of salaries, wages, and pensions for central government employees due to a planned three-day bank strike from September 28 to September 30. Salaries and pensions will be credited on September 25, ahead of the strike called by the United Forum of Bank Unions (UFBU). This decision comes as the strike coincides with the half-yearly closing period for the banking sector.

Advance Payments for Central Government Employees

In light of the upcoming bank strike, the Finance Ministry has instructed all central government offices to disburse September salaries, wages, and pensions on September 25. An office memorandum from the Controller General of Accounts confirmed that this advance payment applies to all central government employees, including those in Defence, Posts, and Telecommunications. Industrial employees will also receive their September wages early.

The memorandum specified that these advance payments will be treated as such and will be adjusted against the full month’s salary, wages, or pension in October. This adjustment will occur without exception for all employees and pensioners.

Guidelines for Other Transactions

The government has advised that all payments and banking transactions due at the end of September be completed ahead of schedule to avoid disruptions caused by the strike. Ministries and departments have been instructed to communicate these guidelines to their offices promptly. The Reserve Bank of India has been tasked with ensuring that banks are informed of these instructions.

Banks to Operate on September 27

To mitigate the impact of the strike, the Finance Ministry has directed all banks, including Regional Rural Banks, to remain open on Sunday, September 27. This decision aims to facilitate customer transactions before the strike begins. Public sector banks have begun notifying customers about the availability of digital banking options, including mobile banking and ATMs, should the strike proceed.

Customers are encouraged to complete essential transactions prior to the strike dates to minimize inconvenience. The three-day strike overlaps with the banking sector’s half-yearly closing on September 30, a critical period for various banking operations.

Reasons Behind the Bank Unions’ Strike

The UFBU, representing approximately 90% of the banking workforce, has announced the strike primarily to demand a five-day banking week. Other demands include improvements to pension benefits and a common dearness allowance formula for all pensioners. The government and bank managements have urged the unions to reconsider the strike, while also taking steps to ensure that essential banking services remain available.
