Second Batch of Phase 2 of the NAKSHA Capacity Building Programme Announced

The Department of Land Resources (DoLR) under the Ministry of Rural Development in India is set to launch the second batch of its capacity-building program as part of the NAKSHA initiative on June 16, 2025. This program aims to enhance the skills of urban local body (ULB) officers in utilizing geospatial technologies for urban property surveys. Following the successful completion of the first phase, which trained 160 Master Trainers and 151 ULB officers, this new batch will involve 128 officers from 74 ULBs across the country.

Inauguration and Training Details

The upcoming training program will be inaugurated virtually by Shri Manoj Joshi, Secretary of the Department of Land Resources, at 10:00 A.M. on June 16, 2025. This initiative will provide hands-on training to 128 ULB-level and district officers, who have been nominated from various urban local bodies. The training will take place over one week at four designated Centres of Excellence (CoEs) located in different states. These CoEs include the Yashwantrao Chavan Academy of Development Administration in Pune, the Northeast Region Centre of Excellence in Guwahati, the Mahatma Gandhi State Institute of Public Administration in Chandigarh, and the Administrative Training Institute in Mysuru.

Training Objectives and Curriculum

The primary goal of this training program is to equip ULB officers and field staff with the necessary technical and practical skills to conduct high-accuracy urban land surveys under the NAKSHA initiative. The curriculum will cover a range of topics, including the program framework, Global Navigation Satellite System (GNSS) and Electronic Total Station (ETS)-based surveying, Web-GIS applications, land parcel mapping, and the legal-administrative aspects of land surveys. By focusing on these areas, the program aims to enhance the efficiency and accuracy of urban property surveys, which are crucial for effective urban planning and management.

Significance of the NAKSHA Program

As India’s urban population is projected to surpass 600 million by 2031, the demand for modern, reliable, and accessible land records is becoming increasingly critical. The NAKSHA program addresses this pressing need through a technology-driven approach. Implemented by the DoLR in collaboration with the Survey of India, NICSI, MPSeDC, and five Centres of Excellence, NAKSHA is currently being piloted across 157 Urban Local Bodies in 27 states and 3 Union Territories. This initiative not only aims to improve land record management but also seeks to enhance transparency and accountability in urban governance.
