Saudi Arabia Introduces Direct License Conversion for Nationals from 48 Countries: Check Your Eligibility

Just arrived in Saudi Arabia and looking to drive? Visitors from 48 countries can now convert their foreign driving licenses into Saudi licenses without taking a driving test. This new regulation simplifies the process for tourists and expatriates, allowing them to navigate the Kingdom’s roads with ease. However, understanding the requirements and procedures for both license conversion and new applications is crucial for a smooth driving experience.

Driving Regulations for Foreigners in Saudi Arabia

Foreigners can legally drive in Saudi Arabia under specific conditions. If you possess a valid international or foreign driving license, you are allowed to drive for up to one year from your arrival date or until your license expires, whichever comes first. After this period, or if you decide to become a resident, you must obtain a Saudi driving license.

For individuals from countries like India or those in Europe, driving is permitted for one year with your home country’s license, provided you also carry a translated International Driving Permit (IDP). The IDP acts as an official translation of your original license, which is a legal requirement for driving in Saudi Arabia. It’s essential to ensure that you have the necessary documentation in order to avoid fines or legal issues.

Key driving rules include a legal driving age of 18 years, with the Public Security Department overseeing regulations. Women have been legally allowed to drive since 2018. While GCC citizens can use their home licenses until they expire, rental companies often require a Saudi-issued license for vehicle rentals.

Obtaining a Saudi Driving License: Conversion or New Application

Saudi Arabia provides two pathways for obtaining a driving license, depending on the origin of your original license. If you hold a valid license from one of the approved countries, you can convert it directly into a Saudi license without the need for a driving test. This conversion process is generally quicker and more straightforward.

Conversely, if your license is from a country not on the approved list, you will need to apply as a new driver. This entails enrolling in a local driving school, where you must complete both theoretical and practical driving tests. Additionally, you will incur costs for training sessions, testing, and issuance fees. This process is more time-consuming and involves several steps, including lessons and scheduling tests.

Countries Eligible for Direct License Conversion

If you possess a valid driving license from one of the 48 approved countries, including those in the GCC, you can convert it directly into a Saudi driving license without taking a driving test. However, you must complete an application, provide a translated license, and undergo a medical check.

The list of approved countries includes various nations from Europe, Asia-Pacific, North America, and Africa. Notable countries include the United Kingdom, Germany, France, Australia, Canada, and South Africa. If your license is from one of these countries, you can proceed with the conversion process.

Steps to Convert Your Foreign License

To convert your foreign driving license into a Saudi license, follow these steps:

1. **Translate Your License**: The first step is to have your driving license officially translated into Arabic. This translation must be stamped and approved, and it typically costs around SAR 100 (approximately $27). The process usually takes 1-2 business days.

2. **Book an Appointment**: Use the Absher portal to schedule an appointment with the General Department of Traffic (Muroor). You will need to upload your documents, including the translated license and the original. It is advisable to book your appointment at least 5-7 days in advance to allow time for your medical check.

3. **Pay the License Fee**: You can pay the license fee through your bank’s online app via Sadad. The fee for a two-year license is SAR 80 (about $21.60), while a five-year license costs SAR 250 (around $67.50). Keep a printed receipt of your payment for your application.

4. **Complete a Medical Examination**: Visit an Efada-approved medical center for a health check. Bring your valid Iqama (residency card), original foreign license, and two passport-sized photos. The medical tests include an eye exam and general health check, costing between SAR 150-200 (approximately $40.50-$54.00).

5. **Finalize the Process at Muroor**: On the day of your appointment, go to the designated Muroor office with all required documents. If everything is in order, you will receive your Saudi driving license on the same day without needing to take any tests.

If your home country is not on the approved list, you will need to apply as a new driver, which involves enrolling in a local driving school and completing both written and practical tests. This process is longer but necessary for legal driving eligibility in Saudi Arabia.
