Review of Constitutional Safeguards and Welfare Development Schemes

The National Commission for Scheduled Tribes (NCST) convened a significant review meeting on June 16, 2025, in New Delhi, in partnership with the Ministry of Panchayati Raj (MoPR). The primary focus of this meeting was to assess ongoing initiatives aimed at safeguarding the rights and enhancing the welfare of Scheduled Tribes, particularly through the implementation of the Panchayats (Extension to Scheduled Areas) Act, 1996 (PESA). They were joined by Shri Puneet Kumar Goel, Secretary of NCST, and Shri Amit Nirmal, Joint Secretary of NCST. The Ministry of Panchayati Raj was represented by Shri Vivek Bharadwaj, Secretary, along with Ms. Mukta Shekhar, Joint Secretary (FD & Policy Division), and Dr. Bijaya Kumar Behera, Economic Advisor, among other senior officials. The discussions highlighted the importance of effective implementation of PESA and the need for continuous monitoring and evaluation of tribal development initiatives.

Recent Initiatives by MoPR

During the meeting, the Ministry of Panchayati Raj presented several recent initiatives aimed at enhancing the welfare of Scheduled Tribes. These included the establishment of a proposed Centre of Excellence at Indira Gandhi National Tribal University (IGNTU) in Amarkantak and the creation of a dedicated PESA portal. Additionally, the ministry is working on preparing Gram Panchayat Development Plans in line with PESA provisions and developing training manuals based on the seven PESA themes. Other initiatives discussed included organizing special Gram Sabhas on Janjatiya Gaurav Diwas, conducting regional and national workshops, compiling success stories, and establishing a PESA cell within MoPR. The NCST emphasized the importance of raising awareness about PESA among tribal communities and enhancing capacity building at the state level.

Strengthening Coordination for Tribal Development

The review meeting served as a vital platform for exchanging views and assessing the progress of various initiatives aimed at the development of Scheduled Tribes.
