RBI to Introduce Compensation Scheme for Cyber Scam Victims, Offering Up to Rs 25,000

The Reserve Bank of India (RBI) is set to introduce a new compensation scheme aimed at protecting customers from small-value digital frauds. Under this initiative, victims can receive payouts of up to Rs 25,000, addressing the growing concerns over cyber fraud, mis-selling of financial products, and aggressive loan recovery practices. RBI Governor Sanjay Malhotra announced that the revised framework will be open for public consultation soon, marking a significant shift in consumer protection policies.

Compensation for Digital Fraud Victims

The RBI’s proposed compensation scheme will cover 85% of the loss incurred by victims of small-value digital frauds, with a cap of Rs 25,000. This one-time benefit is designed for individuals who have lost money, including those who may have inadvertently shared their one-time passwords. Governor Malhotra emphasized the need for this initiative, noting that the rapid technological advancements in banking and payments necessitated a review of the existing framework established in 2017. The central bank aims to provide a safety net for first-time victims, who will receive 70% of their losses, while the remaining 30% will be shared equally between the bank and the customer.

Tackling Mis-Selling of Financial Products

In addition to addressing digital fraud, the RBI is also focusing on curbing the mis-selling of financial products by regulated entities. Malhotra highlighted the significant consequences of mis-selling for both customers and financial institutions. To ensure that third-party products sold at bank counters align with customer needs and risk appetites, the RBI plans to issue comprehensive guidelines. These instructions will cover various aspects of advertising, marketing, and sales of financial products and services, with a draft set to be released for public consultation shortly.

Reviewing Loan Recovery Practices

The RBI is also taking steps to review and harmonize the rules governing loan recovery and the conduct of recovery agents. This area has been a source of frequent complaints from customers, as different categories of regulated entities currently follow varying conduct-related instructions. Governor Malhotra stated that the central bank has decided to unify these guidelines to enhance customer protection during the loan recovery process. Draft norms will be made available for public feedback, ensuring that stakeholders can contribute to the development of more effective recovery practices.
