Naval Commanders’ Conference 2025 Concludes in New Delhi

The inaugural edition of the Naval Commanders’ Conference 2025 wrapped up today in New Delhi, following a week of critical discussions on maritime security and operational readiness. Held from April 5 to April 11, the conference took place in two phases, first in Karwar and then in the capital. The event was presided over by Defence Minister Rajnath Singh, who emphasized the Indian Navy’s pivotal role in ensuring security across the Indian Ocean Region (IOR).
Key Discussions on Maritime Security
The conference commenced with the first phase in Karwar, where Defence Minister Rajnath Singh highlighted the Navy’s essential role in India’s maritime security. He stated, “Just like the oceans have no boundaries, there is no limit to the Navy’s roles and responsibilities.” This sentiment underscores the Indian Navy’s commitment to safeguarding the IOR, which is increasingly becoming a focal point of geopolitical tensions. The conference also coincided with the flag-off of the IOS Sagar, a significant voyage symbolizing India’s dedication to collaboration with IOR nations. This initiative aligns with the Government of India’s vision of transforming SAGAR (Security and Growth for All in the Region) into MAHASAGAR (Mutual And Holistic Advancement for Security Across the Regions).
During the first phase, Rajnath Singh inaugurated several infrastructure projects, including nine modern marine piers and eight residential buildings as part of Project Seabird. The discussions also included a review of the Indian Navy’s operational readiness and modernization plans, reinforcing its role as a key enabler of peace and security in the region.
Operational Readiness and Strategic Insights
The second phase of the conference, led by Admiral Dinesh K Tripathi, Chief of the Naval Staff, began on April 7 at Nausena Bhawan in New Delhi. This segment focused on a comprehensive assessment of various operational aspects, including logistics, human resources, and training. Notably, several publications were released during this phase, including the Indian Navy’s Space Vision and a compendium for veterans titled ‘Navy for Life and Beyond.’
Discussions also featured interactions with key military leaders, including the Chief of the Defence Staff and the Chiefs of the Army and Air Staff. They provided insights into the current operational environment and readiness levels to address emerging security challenges. The engagement with Foreign Secretary Vikram Misri and G20 Sherpa Amitabh Kant further enriched the dialogue, with Misri discussing the evolving global order and its implications for maritime security, while Kant emphasized the Navy’s role in India’s growth as a ‘Preferred Security Partner’ in the region.
Engagement with Strategic Experts
On April 7, the conference included the ‘Sagar Manthan’ event, where Naval Commanders interacted with subject matter experts and strategic thinkers. This event focused on India’s strategic vision of MAHASAGAR and the Indian Navy’s critical role in promoting national maritime growth. The discussions reaffirmed the Navy’s commitment to maintaining a safe, secure, and rules-based maritime environment amid rising geopolitical challenges.
