MoSPI Unveils Expert Committee Report on Energy Statistics Reform
The Ministry of Statistics and Programme Implementation (MoSPI) has announced the release of a significant report from its recently formed Expert Committee on Energy Statistics. The report outlines crucial recommendations aimed at enhancing the accuracy and comprehensiveness of India’s energy data, which plays a vital role in shaping energy policies and supporting the nation’s renewable energy goals.
Energy is essential for driving economic growth and fostering social development. With the publication of “Energy Statistics India,” MoSPI provides an annual overview of national energy flow, offering a detailed array of tables, graphs, and sustainable energy indicators in line with international standards. As India strives to meet its ambitious renewable energy targets and aims for net-zero emissions, a robust and harmonized energy statistics framework has become increasingly urgent for informed policymaking and effective monitoring of the energy transition.
Establishment of the Expert Committee
To address these needs, MoSPI created the Expert Committee on Energy Statistics, chaired by Dr. Rangan Banerjee, Director of IIT-Delhi. The committee includes senior representatives from various energy ministries and experts from prominent research institutions like The Energy Research Institute (TERI) and the Alliance for Energy Efficient Economy (AEEE). This team conducted an exhaustive review of the “Energy Statistics India” publication and the country’s energy statistics database, focusing on issues such as international compliance, data gaps, and inconsistencies across ministries.
Key Recommendations from the Committee
Following extensive consultations, the committee made several pivotal recommendations. First, it urged the adoption of international standards for the collection and dissemination of energy statistics, aligning data categories with global classifications such as the International Standard Industrial Classification (ISIC) and the National Industrial Classification (NIC) of 2025. The committee also highlighted the need for consistent conversion factors across ministries to ensure the reliability of the data.
Moreover, the committee proposed methodologies for refining the measurement of sectoral end-use consumption of imported and domestic coal, as well as a framework for capturing industry-specific electricity consumption data. Notably, the report addressed significant gaps in biofuel consumption data, recommending a comprehensive approach to integrate biofuels into the nation’s energy balance table.
Additionally, the consumption patterns of electricity from captive sources and by electric vehicles (EVs) were identified as critical areas requiring further research and analysis for inclusion in the national energy database.
Future Directions
This report provides a detailed overview of the recommendations aimed at strengthening the methodological robustness and analytical clarity of India’s energy statistics framework. MoSPI emphasizes the need for ongoing collaboration among ministries and stakeholders to ensure that these recommendations are effectively implemented.
By adopting these changes, India can enhance the quality, reliability, and comparability of its energy data, paving the way for more effective monitoring and policymaking in the evolving energy landscape.
