Labour Welfare Schemes Provide Support to Over 50 Lakh Unorganised Workers

The Ministry of Labour and Employment, through the Directorate General of Labour Welfare (DGLW), is actively enhancing the lives of unorganised workers in India, particularly those in the Beedi, Cine, and Mining sectors. These welfare schemes have positively impacted over 5 million workers and their families, forming a crucial part of the government’s inclusive labour welfare strategy. The initiatives aim to provide essential social protection, healthcare, education assistance, and housing support to workers in remote and underserved areas.
Comprehensive Welfare Initiatives
The Labour Welfare Organisation (LWO), operating under the DGLW, plays a vital role in administering these welfare schemes across India. A network of 18 Welfare Commissioners ensures effective implementation at the regional level. The primary objective of these initiatives is to offer social protection and essential services to unorganised workers, many of whom face significant challenges due to their remote locations. By focusing on health services, financial education assistance, and housing support, the government aims to uplift the living standards of these workers and their families.
Education Assistance Scheme
One of the standout features of the welfare framework is the Education Assistance Scheme, which provides scholarships for the children of Beedi, Cine, and non-coal mine workers. The scholarships range from โน1,000 to โน25,000 annually and are facilitated through the National Scholarship Portal (NSP). This scheme receives over 100,000 applications each year, ensuring that financial support reaches those who need it most. The direct benefit transfer (DBT) system guarantees timely and transparent disbursement of funds, making education more accessible for the children of unorganised workers.
Healthcare Support for Workers
Healthcare support is another critical component of the welfare schemes. The Health Scheme offers outpatient services through a nationwide network of dispensaries. It also provides reimbursement for specialized treatments for serious illnesses, including heart disease, cancer, and tuberculosis. Financial assistance varies, with support ranging from โน30,000 for minor surgeries to โน7.5 lakh for cancer treatment. This comprehensive healthcare initiative ensures that low-income workers have access to essential medical services, significantly improving their quality of life.
Housing Support and Future Commitments
While the Revised Integrated Housing Scheme (RIHS) was merged with the Pradhan Mantri Awas Yojana (PMAY) in 2016, the Ministry of Labour continues to honor its commitment to housing dignity by disbursing pending installments to eligible beneficiaries until March 31, 2024. This ongoing support reflects the government’s dedication to improving housing conditions for unorganised workers. The Ministry emphasizes its commitment to welfare-driven governance and plans to enhance the accessibility, technology integration, and effectiveness of these schemes in the future, aligning with the vision of “Sabka Saath, Sabka Vikas.”
