Key Dam Safety Initiatives Unveiled at National Committee Meeting

The 12th Meeting of the National Committee on Dam Safety (NCDS) took place on July 17, 2026, at the Dr. Ambedkar International Centre in New Delhi. Chaired by the Chairman of the Central Water Commission, the gathering brought together representatives from ten central ministries, seven states, and various dam safety experts, marking a significant step towards bolstering dam safety measures across the nation.

In his opening remarks, the NCDS Chairman highlighted the notable progress achieved since the implementation of the Dam Safety Act, 2021. Key advances have been made in the form of regulations, technical guidelines, and essential dam safety documents. However, the Chairman emphasized the urgent need to accelerate critical processes, including the development of Emergency Action Plans, Comprehensive Dam Safety Evaluations, and Risk Assessment studies. Additionally, there was a strong focus on overcoming challenges related to reservoir sedimentation and enhancing dam security.

Strengthening Regulations and Collaborative Efforts

During the meeting, committee members engaged in detailed discussions, agreeing to develop new regulations concerning the surveillance and security of designated dams in light of emerging threats. They also reached consensus on amending existing regulations pertaining to safety inspection checklists, as well as finalizing guidelines for the preparation of Detailed Project Reports concerning dam construction or modifications. Other major initiatives include the accreditation of agencies involved in dam inspections and work on technical guidelines concerning hazard classification and risk assessment.

The committee proposed ongoing collaborations with academic institutions such as IIT Roorkee and IISc Bengaluru to enhance the skill set of dam safety engineers through targeted postgraduate programs. Furthermore, regional institutions, including several National Institutes of Technology, are to be engaged to strengthen the capacity of dam owners and institutions.

Addressing Recent Challenges and Future Directions

Technical presentations were made regarding recent dam failures, including incidents at the Luti Tank and Rajadera dams, prompting discussions on the need for improved regulation concerning reservoir sedimentation. The committee urged dam owners to independently seek partnerships with technical and academic organizations to further customize training and support in dam safety.

The meeting concluded with a call to all states to expedite mandatory compliance tasks. This includes not only the comprehensive dam safety evaluations but also the urgent preparation of emergency action plans and risk assessment studies for all designated dams, with deadlines set for December 2026.
