India’s Telecom Equipment Sector: $50 Billion Export Potential and Key Challenges Identified by Niti Aayog
India’s telecom and network equipment sector is poised to significantly boost the country’s GDP, with ambitions to double its contribution and reach $1 trillion in exports by 2030, according to a report by Niti Aayog. However, the sector grapples with challenges such as heavy reliance on imports, low domestic value addition, and elevated costs for local manufacturers. Currently, telecom and network equipment exports represent only 0.2-0.3% of India’s total exports, amounting to $0.6-1 billion annually, while imports range from $4-5 billion each year.
The report highlights that over 80% of essential components, including 4G/5G antennas and signal processors, are sourced from China. This dependency raises concerns about the sector’s resilience and its ability to compete globally.
Supply chain vulnerabilities
The telecom supply chain is fragmented across multiple countries, with each region specializing in specific components. For instance, an Indian 5G base station may utilize Taiwanese chipsets, Japanese optical transceivers, and US-designed IP cores. This complexity exposes the industry to potential disruptions from any single market.
Domestically, Indian manufacturers of generic TANE equipment face a fiscal disability of up to 26% compared to their global counterparts in high-value telecom manufacturing. This figure increases to 29% in product categories where buyer’s credit is available for extended periods against imports. The report also notes that domestic manufacturing is largely focused on low-value assembly, with local value addition often falling below 20%.
Policy support
To bolster the sector, the government has implemented initiatives like the Production Linked Incentive scheme. Niti Aayog suggests that sustained policy support could elevate the telecom and network equipment sector’s GDP contribution to 1-1.5%, generate 500,000 skilled jobs, and position India as a $50 billion export hub by 2035.
The report emphasizes that effective government intervention is crucial for enhancing domestic manufacturing capabilities, aligning with the National Telecom Policy 2025’s goals of a 150% output increase and 50% import substitution.
