India’s Bioeconomy Boost: Startups Key to Innovation and Growth

Union Minister of Commerce and Industry Shri Piyush Goyal recently led a pivotal roundtable discussion titled “India’s Bioeconomy Opportunity: Role of Startups in Driving Innovation and Growth” at Vanijya Bhawan in New Delhi. This event, organized by the Department for Promotion of Industry and Internal Trade (DPIIT) in partnership with NITI Aayog and NITI Frontier Tech Hub, gathered a diverse group of policymakers, industry leaders, and biopharma startups to explore strategies for advancing India’s bioeconomy.

During his address, Shri Goyal highlighted the necessity of harnessing India’s scientific expertise and entrepreneurial spirit to establish the country as a frontrunner in the global bioeconomy. He called for expedited approvals, enhanced access to funding, shared infrastructure, and stronger collaboration among industry, academia, and government entities. Goyal also urged for prompt action on the suggestions that surfaced during the discussions.

Strengthening the Biopharma Startup Ecosystem

The dialogue primarily focused on fortifying the biopharma startup ecosystem. Key proposals included streamlining regulations, accelerating approval processes, and introducing a proposed Regulatory Sandbox. Additionally, participants discussed the benefits of a Single Window Clearance system, global alignment of regulatory standards, and simplifying patent application procedures to ease the operational burdens on startups.

The roundtable participants placed significant emphasis on the Biopharma SHAKTI initiative, introduced in the Union Budget 2026–27. This initiative aims to enhance shared infrastructure, such as laboratories and clinical trial facilities, making it more cost-effective for startups to scale their innovations.

Distinguished Fellow at NITI Aayog, Ms. Debjani Ghosh, pointed out the crucial role of collaboration among startups, industry, academia, and government in fostering a competitive bioeconomy. Meanwhile, NITI Aayog member, Prof. Gobardhan Das, underlined the importance of strengthening research capabilities and translating scientific findings into market-ready products.

The discussions also highlighted approaches to bolster domestic life sciences manufacturing, facilitate faster customs clearance for lab equipment and reagents, and streamline access to government programs and regulatory support. Participants collectively recognized the need for improved inter-ministerial coordination to promote cohesive policy initiatives and resolve sector-specific challenges swiftly.
