Indian Refiners Secure 60 Million Barrels of Russian Crude Amid Global Supply Challenges

Indian refiners are significantly increasing their purchases of Russian crude oil, securing approximately 60 million barrels for the upcoming month. This surge in buying comes amid ongoing disruptions in global oil flows due to the conflict in the Middle East. The refiners are reportedly contracting these cargoes at premiums of $5 to $15 per barrel over Brent prices, reflecting a strategic shift in sourcing as they navigate supply challenges.

Increased Purchases Amid Global Disruptions

The recent spike in crude oil purchases by Indian refiners is a direct response to the instability caused by the ongoing conflict in the Middle East. With around 60 million barrels contracted, this volume mirrors the purchases made in the previous month but significantly exceeds the levels recorded in February. According to data intelligence firm Kpler, the current buying activity indicates a robust strategy by Indian refiners to secure reliable oil supplies. The refiners are paying premiums ranging from $5 to $15 per barrel over Brent prices, highlighting the competitive nature of the market amid supply constraints.

This renewed interest in Russian crude follows a waiver issued by the United States, allowing India to import oil that was loaded onto vessels before March 5. The waiver was introduced to alleviate supply issues stemming from the effective closure of the Strait of Hormuz and has since been expanded to include additional countries. This regulatory change has enabled Indian refiners to re-enter the market for Russian oil, which they had largely avoided due to previous pressures from the U.S.

Shifting Sourcing Strategies

India’s reliance on imported oil has made it a significant market for discounted Russian crude, especially following the onset of the Russia-Ukraine conflict in 2022. However, purchases had been curtailed due to U.S. pressure, leading refiners to seek alternatives from countries like Saudi Arabia and Iraq. As the current conflict escalates, a substantial portion of these shipments has remained within the Persian Gulf, prompting Indian refiners to reassess their sourcing strategies.

Officials in New Delhi are optimistic that the U.S. waiver will remain in effect as long as disruptions in the Hormuz route continue. Companies such as Mangalore Refinery & Petrochemicals Ltd. and Hindustan Mittal Energy Ltd., which had previously stepped back from Russian supplies since December, are now re-engaging with the market. This shift indicates a broader strategy among Indian refiners to diversify their oil sourcing and mitigate risks associated with global supply uncertainties.

Venezuelan Crude and Broader Diversification Efforts

In addition to Russian crude, Indian refiners are also looking to diversify their oil imports by increasing purchases from Venezuela. Projections for April indicate that imports of Venezuelan crude could reach about 8 million barrels, marking the highest level since October 2020. This move underscores India’s efforts to broaden its sourcing strategy and reduce dependence on any single supplier amid fluctuating global oil markets.

The renewed demand for Russian crude is benefiting the Kremlin, which is experiencing elevated earnings from crude exports. This marks the strongest performance for Russia since March 2022, shortly after the Ukraine conflict began. Furthermore, earlier this month, Reliance Industries Ltd. reportedly acquired 5 million barrels of Iranian crude, following adjustments in U.S. sanctions policy that facilitated such transactions. This development reflects a growing trend among Indian refiners to explore various sources of crude oil to ensure a stable supply.
