India Unveils National Framework for Effective Sediment Management

The Government of India has introduced a groundbreaking initiative, the National Framework on Sediment Management (NFSM), aimed at addressing sediment management challenges in rivers and reservoirs. Released by the Department of Water Resources, River Development & Ganga Rejuvenation under the Ministry of Jal Shakti, this framework is designed to focus on reducing silt generation rather than merely removing silt, providing a comprehensive approach to managing sediment across the country.

A Collaborative Approach to Sediment Management

The NFSM serves as a vital guideline for dealing with sediment management issues prevalent in various river basins, including Punjab. It seeks to support state governments, union territories, and various ministries in developing strategies and executing projects that consider both environmental and ecological factors. The framework also references existing guidelines from central agencies, promoting a cohesive approach to managing sediment.

Rethinking Flood Control Measures

In its findings, the NFSM highlights that traditional methods like desilting rivers may not be technically effective for long-term flood control. While desilting can offer temporary relief, it does not significantly mitigate flood magnitudes over time. Instead, selective dredging may be appropriate in certain locations such as tidal rivers and narrow confluence points, contingent on thorough scientific studies to assess local conditions.

Support for State-Level Flood Management

Flood management and anti-erosion schemes are developed and executed by state governments based on their specific needs and priorities. The Union Government plays a supportive role, offering technical guidance along with financial assistance for flood management in critical areas. Under the Flood Management and Border Areas Programme (FMBAP), the central government has allocated substantial funding to assist states with river management, flood control, and erosion prevention initiatives.

Financial Assistance and Impact

Since the inception of the FMBAP scheme, a total of Rs 8,737.66 Crore has been provided to states and union territories. Notably, the state of Punjab has received Central Assistance amounting to Rs 67.51 Crore, showcasing the government’s commitment to enhancing flood management capabilities at the regional level.

This significant update was shared by Shri C R Patil, the Minister of Jal Shakti, during a recent session in Rajya Sabha, illustrating the government’s proactive approach to tackling sediment management and flood-related challenges across India.
