India Strengthens Energy Access and Sustainability in 2025

In 2025, the Ministry of Petroleum & Natural Gas undertook a robust strategy to enhance India’s energy landscape, focusing on affordability, domestic production, and sustainable practices. Key initiatives aim to ensure clean energy access for all while reinforcing national energy security amidst the country’s fast-paced economic growth.

One of the flagship programs, the Pradhan Mantri Ujjwala Yojana, achieved a significant milestone by reaching approximately 10.35 crore beneficiaries by December 1, 2025. To meet rising demand and eliminate backlogs, the government has approved an additional 25 lakh LPG connections for the fiscal year 2025-26, streamlining processes with a new Deprivation Declaration that speeds up access for eligible households.

Supporting affordability, the government implemented a targeted subsidy of ₹300 per 14.2 kg LPG cylinder for PMUY beneficiaries, facilitating an increase in average per capita consumption. Over the past few years, the consumption level rose from three refills in 2019-20 to a projected 4.85 refills per annum for FY 2025-26, showcasing a growing shift towards cleaner cooking fuels.

To enhance transparency and improve safety, the Ministry advanced biometric Aadhaar authentication, now covering 71% of PMUY users. In November 2025, a nationwide initiative simplified the authentication process, enabling users to complete it via mobile devices at no charge. Moreover, consumer safety was prioritized with the Basic Safety Check campaign, which conducted over 12.12 crore inspections to ensure safe LPG usage.

Advancing Infrastructure and Clean Energy

The Ministry’s focus extended to boosting infrastructure, with over 90,000 petrol stations now equipped for digital payments. To cater to remote areas, door-to-door delivery services for LPG were enhanced through the commissioning of over 3,200 specialized vehicles. Additionally, retail outlets saw improvements in sanitation, aligned with the Swachh Bharat Mission.

Electric mobility infrastructure also gained momentum in 2025, with the installation of 8,932 EV charging stations and over 18,500 additional stations set up by oil marketing companies. The APNA GHAR initiative further supported rural employment by establishing more than 500 truckers’ amenities along critical roadways.

Expanding the Gas-Based Economy

Significant strides were made in the gas sector, expanding the operational length of natural gas pipelines from 15,340 km in 2014 to 25,429 km by June 2025. To ensure cost-effective gas transport, the newly implemented Unified Pipeline Tariff regime standardizes charges across the national gas framework, benefiting users through reduced transportation costs.

City Gas Distribution saw considerable growth with 307 geographical areas covered, increasing PNG connections to around 1.57 crore and establishing over 8,400 CNG stations. Furthermore, the government’s commitment to sustainable energy is evident in the increased implementation of compressed bio-gas plants under the SATAT initiative, coupled with enhanced ethanol blending in petrol reaching 19.24%.

Finally, the upstream oil and gas sector welcomed major reforms through the Oilfields (Regulation and Development) Amendment Act, attracting $4.36 billion in investments and promoting exploration activities. With international collaborations and strategic reserves bolstered, India is poised for a more secure and sustainable energy future.
