India Joins Global Group for Rinderpest Virus Containment

India has reached a remarkable milestone in global animal health and biosecurity with the World Organisation for Animal Health (WOAH) and the Food and Agriculture Organization (FAO) recognizing the ICAR-National Institute of High Security Animal Diseases (NIHSAD) in Bhopal as a Category A Rinderpest Holding Facility (RHF). This prestigious designation was announced during the 92nd General Session of WOAH in Paris on May 29, 2025. Ms. Alka Upadhyaya, Secretary of the Department of Animal Husbandry & Dairying, received the certificate of designation, highlighting India’s commitment to maintaining high standards in animal disease management.
Significance of Rinderpest Eradication
Rinderpest, historically known as “cattle plague,” was one of the most devastating diseases affecting livestock before its global eradication in 2011. Despite its eradication, the Rinderpest Virus-Containing Material (RVCM) remains stored in select laboratories, posing potential risks if mishandled. To mitigate these risks, the FAO and WOAH have established stringent protocols limiting RVCM storage to a few high-security laboratories worldwide. In line with these global efforts, India designated ICAR-NIHSAD as its national repository for RVCM in 2012, recognizing its capabilities as a high-containment BSL-3 facility and a WOAH reference laboratory for avian influenza.
India’s Journey to RHF Status
India submitted its application for RHF status in 2019. A thorough inspection of ICAR-NIHSAD was conducted in March 2025 by international experts from FAO and WOAH. Following this evaluation, the institute was officially designated as a Category A RHF for a one-year term, acknowledging its robust biosafety protocols, effective inventory management, and readiness for emergency situations. This recognition places India among a select group of only six facilities globally entrusted with the secure holding of rinderpest virus material, underscoring the country’s significant role in global animal health and biosecurity.
Future Prospects and Responsibilities
The recognition of ICAR-NIHSAD as a Category A RHF not only highlights India’s leadership in safeguarding animal health but also reflects its commitment to international disease control standards. Ms. Alka Upadhyaya emphasized the importance of this designation, stating that it represents not just containment but also responsibility and readiness. The committee has encouraged India to further engage in discussions regarding vaccine seed material, which could enhance its prospects for achieving a Category B designation in the future.
