India and Rwanda Strengthen Defence Ties at JDCC Meeting
The second Joint Defence Cooperation Committee (JDCC) meeting between India and Rwanda was held in New Delhi on July 6 and 7, 2026. This crucial meeting focused on expanding collaboration in military training, exercises, medical cooperation, and defence industries. Both nations agreed on an implementation plan that outlines timelines for actions stemming from the discussions.
Key Participants and Discussions
The meeting was co-chaired by Shri Amitabh Prasad, Joint Secretary in the Ministry of Defence of India, and Brigadier General Louis Kanobayier, Chief for Joint Force Development, Training and Doctrine from Rwanda. The Indian delegation included representatives from various defence sectors, including the Department of Defence, the Defence Production Department, and the Defence Research & Development Organisation, among others.
Engagements and Updates
During the JDCC meeting, the Rwandan delegation had the opportunity to meet with Defence Secretary Shri Rajesh Kumar Singh. Brigadier General Kanobayier briefed the Defence Secretary on emerging areas of bilateral defence cooperation that aim to bolster their existing partnership.
Additionally, the Rwandan representatives engaged with members of the Indian defence industry. They received updates on the advancements in India’s defence industrial ecosystem and discussed new opportunities for collaboration in various sectors.
Focus on Medical Capabilities
The visiting delegation also toured the Army Hospital (Referral & Research) to gain insight into India’s military medical capabilities. This visit showcased India’s advanced healthcare infrastructure and the extensive medical support systems available for its Defence Forces.
A Commitment to Collaboration
The MoU on defence cooperation, initially signed during Prime Minister Narendra Modi’s visit to Rwanda in July 2018, continues to bear fruit. The successful execution of the second JDCC meeting, along with related engagements, underscores the dedication of both countries to fortify their defence relationship, enhance institutional cooperation, and nurture closer ties.
