Government Unveils Waivers for Renewable Energy Transmission Charges

The Central Electricity Regulatory Commission (CERC) has made waves with new regulations that significantly impact renewable energy projects in India. The latest 4th Amendment to the Sharing of Inter-State Transmission Charges and Losses Regulations will offer a detailed waiver of charges to encourage the development of renewable energy generation and storage projects.

These waivers are set to benefit several specific categories, including solar, wind, hydro, and battery storage initiatives. Projects commissioned by specific deadlines can enjoy substantial financial relief, allowing for a more robust and economically viable renewable energy sector.

Key Features of the Regulations

The regulations governing the Inter-State Transmission System (ISTS) lay out established procedures and timelines designed to streamline grid connectivity for renewable energy agencies. The Central Transmission Utility (CTU) has been designated as the Nodal Agency for connectivity and General Network Access (GNA) to the ISTS. This strategic positioning aims to enhance coordination between renewable energy developers and transmission service providers.

Monitoring of renewable energy generation and the associated ISTS will take place quarterly during joint coordination committee meetings led by the CTU. These meetings are crucial for addressing mismatches between energy producers and transmission operators. Additionally, the Ministry of Power and the Central Electricity Authority (CEA) will monitor transmission system operations to ensure efficiency.

Monthly Monitoring and Interim Solutions

To further improve oversight, the CTU is now required to conduct monthly evaluations of critical transmission elements in collaboration with developers. If issues arise due to the absence of supporting transmission systems, the CTU, along with the CEA and Grid-India, will develop alternative arrangements to guarantee that renewable energy projects can evacuate power promptly.

Government Initiatives to Enhance Renewable Energy

The government is implementing various measures aimed at ensuring efficient grid connectivity for renewable projects. The Green Energy Corridor Scheme is one such initiative that focuses on facilitating power evacuation from renewable energy sources. Additionally, a recent report from the CEA outlines a comprehensive transmission system plan to enable the integration of over 500 GW of renewable energy capacity by 2030.

A significant aspect of the ISTS regulations is that transmission costs are shared among drawee Designated ISTS Customers (DICs), which means these charges won’t directly inflate the cost of renewable energy generation. The CTU is charged with the responsibility of cultivating an efficient, coordinated, and economical transmission system as outlined in the Electricity Act of 2003.

Details of the Waiver

The specific waiver details, as noted in the government’s recent announcement, include:

  • 100% waiver for wind or solar energy projects commissioned by June 30, 2025, with reductions thereafter.
  • Eligibility for hydro pumped storage plants with similar timelines.
  • Battery energy storage systems that connect at designated substations will also benefit from these waivers.
  • Further incentives are available for large hydro projects, green hydrogen and ammonia plants, and offshore wind energy initiatives.
