Government Unveils March 2025 Secretariat Reforms Report

The Department of Administrative Reforms and Public Grievances (DARPG) has published its 20th edition of the monthly ‘Secretariat Reforms’ report for March 2025. This comprehensive document outlines significant initiatives aimed at enhancing governance and administration, focusing on cleanliness, efficiency in decision-making, and the implementation of e-Office systems. The report highlights key achievements and best practices across various ministries, showcasing the government’s commitment to improving public services.

Key Achievements in Cleanliness and Efficiency

The March 2025 report emphasizes the successful execution of cleanliness drives at 8,115 locations across the country. These initiatives have resulted in the liberation of approximately 15.88 lakh square feet of office space, with the Ministry of Mines leading the effort by contributing over 10.6 lakh square feet. The Ministry of Railways also made a significant impact, freeing up 2.25 lakh square feet of space.

In addition to space management, the report indicates that the government generated ₹84.09 crore from scrap disposal, with notable contributions from the Ministries of Railways, Heavy Industries, and Coal. Furthermore, effective record management practices led to the review of 2,33,215 physical files, resulting in the elimination of 1,64,271 files. The report also highlights the closure of 32,728 e-Files, demonstrating a proactive approach to managing public grievances. A total of 5,26,952 public grievances were disposed of, achieving a disposal rate of 91.94%.

Innovative Practices: Waste to Wealth

The report showcases innovative practices under the “Waste to Wealth” initiative, where various ministries have transformed waste materials into valuable resources. The Ministry of Railways has notably converted scrap into artistic and functional models, emphasizing sustainability and creativity. Other examples include infrastructure enhancements at the North Block by the Ministry of Expenditure and the repurposing of iron rods for floral display structures by the Saha Institute of Nuclear Physics in Kolkata.

These initiatives not only promote environmental sustainability but also enhance transparency and public accessibility. By showcasing these best practices, the government aims to inspire other departments to adopt similar approaches, fostering a culture of innovation and resourcefulness.

Enhancing Decision-Making and E-Office Implementation

The report highlights significant advancements in decision-making efficiency and the implementation of e-Office systems. The adoption of delayering initiatives has successfully reduced the average transaction levels for active files from 7.19 in 2021 to 4.73 as of March 2025. A remarkable 88% of files created in March 2025 were e-Files, with 94.73% of receipts processed as e-Receipts. Notably, 39 ministries and departments achieved 100% adoption of e-Files, while 12 ministries reported complete e-Receipts for the month.

Inter-ministerial file movements reached 3,792 in March 2025, indicating streamlined administrative processes. These efforts reflect the Government of India’s commitment to fostering a digitally enabled, transparent, and efficient governance model, aligning with the broader goal of administrative excellence and responsive public administration.
