Government Expands Housing Assistance with PMAY-U 2.0 Initiative
The Government of India has announced the extension of the Pradhan Mantri Awas Yojana – Urban (PMAY-U) scheme until December 31, 2025. This initiative aims to provide durable housing for eligible beneficiaries across the nation, reinforcing the government’s commitment to support urban housing development.
The Ministry of Housing and Urban Affairs (MoHUA) plays a vital role in this mission by offering central assistance to states and union territories (UTs). The PMAY-U scheme operates through four primary channels, and the recent extension has been implemented without altering the existing funding patterns or execution strategies.
In a significant development, MoHUA has restructured the scheme, launching PMAY-U 2.0, also referred to as the ‘Housing for All’ Mission. Scheduled to commence on September 1, 2024, this revamped initiative aims to assist an additional one crore eligible beneficiaries over the next five years. Like its predecessor, PMAY-U 2.0 will operate through four key verticals: Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Interest Subsidy Scheme (ISS), and Affordable Rental Housing (ARH).
Since the onset of the original PMAY-U, approximately 122.06 lakh houses have been sanctioned, including 10.43 lakh units under the new PMAY-U 2.0 initiative. Of these, 113.85 lakh houses have begun construction, and 96.02 lakh have been completed and delivered to beneficiaries as of November 24, 2025.
To foster collaboration, both public and private sector entities are encouraged to contribute to the construction of homes for economically weaker sections (EWS) under the AHP vertical. States and UTs are urged to create “Affordable Housing Policies” that offer various incentives, such as reduced stamp duties, to enhance the affordable housing ecosystem.
To ensure the protection of homebuyers’ interests and promote transparency in the real estate sector, the Real Estate (Regulation and Development) Act of 2016, commonly known as RERA, has been enacted by Parliament. Furthermore, the introduction of the Model Tenancy Act aims to create a balanced rental market that addresses the rights of both tenants and landlords, contributing to a quicker dispute resolution process.
The ARH vertical within PMAY-U 2.0 specifically targets the need for suitable rental options for urban residents. As part of the initiative, states and UTs are mandated to create affordable housing policies that integrate a framework of incentives, including nominal stamp duty charges for homes registered under the scheme.
Additionally, the government emphasizes the importance of Transit Oriented Development (TOD). This approach integrates land use and transportation planning to develop compact urban centers around transit stations. The result is an enhancement of public transport usage and a reduction in pollution and congestion. It also facilitates the development of mixed-use zones that encompass essential amenities for urban dwellers while ensuring that a designated proportion of these developments caters to EWS and affordable housing.
