Empowering Grassroots: Kochi Hosts Atmanirbhar Panchayat Workshop
Kochi, 7 July 2026 – In a significant move to bolster grassroots governance, the Ministry of Panchayati Raj of India held its third Outreach Workshop on the Atmanirbhar Panchayat Programme. The event, organized in collaboration with the Local Self Government Department of Kerala, aimed to enhance the financial sustainability of Panchayats across the country.
Shri Vivek Bharadwaj, Secretary of the Ministry of Panchayati Raj, addressed participants, describing the Atmanirbhar Panchayat Programme as a crucial initiative to empower local governance. He highlighted the importance of increasing Panchayati revenue and promoting sustainable financial practices. Bharadwaj encouraged stakeholders to innovate and build resilient Panchayats, which are vital to realizing the vision of a developed India by 2047.
Key Highlights of the Workshop
In his opening remarks, Shri K. M. Shaji, Kerala’s Minister for Local Self Government, emphasized the need for financially strong Panchayats to ensure effective governance. He noted that while Panchayats have expanded responsibilities, boosting their revenue sources is critical for their sustainability.
Smt. Tinku Biswal, Principal Secretary of the Local Self Government Department, showcased Kerala’s robust framework for local governance and support systems for capacity building. Dr. N. Devidas, the Director General of KILA, further elaborated on Kerala’s commitment to training and skill development, underscoring how these efforts enhance democratic decentralization.
Dr. Divya S. Iyer, Principal Director of the Local Self Government Department, urged Panchayats to create long-term development strategies that align with local needs. She stressed the significance of well-prepared project proposals that can be integrated into Gram Panchayat Development Plans.
Institutional Support and Collaboration
Representatives from NABARD and HUDCO presented various institutional support mechanisms available through the programme. They encouraged Panchayats to design projects that are both technically sound and financially viable, providing essential insights into financing options for eligible projects.
The workshop featured a dynamic question-and-answer session led by Shri Vivek Bharadwaj, where participants could engage directly with experts about the implementation of the Atmanirbhar Panchayat Programme. This interactive platform allowed attendees to discuss practicalities and implementation strategies relevant to their communities.
Nationwide Outreach Campaign
The Atmanirbhar Panchayat Programme, part of the Rashtriya Gram Swaraj Abhiyan (RGSA), aims to foster financially self-reliant Panchayats by helping them unlock local resources and public assets. Selected Panchayats will receive technical assistance to develop projects that are feasible and can generate sustainable revenue through various partnerships and financing avenues.
This workshop is a part of the Ministry’s campaign to build awareness and strengthen capacities across the nation, inspiring innovative approaches for local economic development. The hybrid format of the Kochi workshop enabled participation from representatives of over 210 Panchayats in person, while nearly 600 more joined virtually from across the state of Kerala, demonstrating strong engagement in the drive towards empowered local governance.
