DGCA Mandates Airlines to Provide 60% of Seats Free Starting April 20 Amid Controversy Over Seat Selection Fees
Passengers flying within India will soon enjoy greater flexibility in seat selection, as the Directorate General of Civil Aviation (DGCA) has mandated that airlines offer at least 60% of seats on every flight free of charge starting April 20. This decision comes in response to rising concerns about excessive fees for seat selection, prompting the civil aviation ministry to push for fairer access for travelers. The new rule aims to enhance transparency and improve the overall flying experience for passengers.
New Rule Increases Free Seat Quota
The DGCA’s recent directive significantly raises the percentage of seats available for free selection from the current 20% to 60%. This change is part of an amended Air Transport Circular issued on March 20, which will take effect 30 days later. Airlines are now required to ensure that a majority of seats on their flights can be selected without incurring additional fees. Currently, many airlines charge for seat selection, with fees ranging from Rs 200 to Rs 2,100 based on seat location and amenities like extra legroom. The DGCA has emphasized the importance of transparent seat allocation policies, urging airlines to clearly display the availability of free seats and any conditions associated with them on their booking platforms.
Seating Arrangements for Families
In addition to the new seat selection rules, the DGCA has instructed airlines to prioritize seating arrangements for families traveling together. Passengers sharing the same Passenger Name Record (PNR) should, whenever possible, be seated close to one another, ideally in adjacent seats within the same row. This initiative aims to enhance the travel experience for families and ensure that they can sit together during their flights. Airlines are currently preparing to implement these directives, which are expected to improve customer satisfaction and streamline the boarding process.
Airlines Express Concerns Over Revenue Impact
Despite the potential benefits for passengers, the new regulations have faced pushback from major airlines, including IndiGo, Air India, and SpiceJet. These carriers argue that the requirement to offer 60% of seats for free could adversely affect their revenues and lead to increased airfares. The Federation of Indian Airlines (FIA), representing these airlines, has formally requested the civil aviation ministry to reconsider the decision. They contend that the financial implications of such a policy could hinder their ability to operate sustainably in a competitive market.
Transparency in Optional Service Charges
Alongside the seat selection changes, the DGCA has also mandated that airlines clearly display all charges for optional services, such as transporting sports equipment or musical instruments. This requirement aims to eliminate confusion and ensure that passengers are fully informed about any additional costs they may incur. Airlines must also disclose liability conditions related to damage for these items. With Indian airports currently handling over 500,000 passengers daily, the impact of these new regulations is expected to be significant in the rapidly expanding aviation sector. DGCA chief Faiz Ahmed Kidwai has reiterated the regulator’s commitment to balancing airline growth with the protection of passenger rights, emphasizing the need for clear and fair practices in the industry.
