Clarification on Use of 1600 and 140 Series Numbers

In response to recent media reports regarding the operation of the 1600 series and 140 series telephone numbers, the Telecom Regulatory Authority of India (TRAI) has clarified the intended use and regulatory framework surrounding these designated series. The aim of this clarification is to prevent misinformation and ensure that both consumers and businesses understand the implications of these regulations.

Understanding the 1600 Series Numbers

TRAI has mandated that the 1600xx series numbers be exclusively used by regulated entities in the Banking, Financial Services, and Insurance (BFSI) sector, which includes institutions regulated by the Reserve Bank of India (RBI), Securities and Exchange Board of India (SEBI), Insurance Regulatory and Development Authority of India (IRDAI), and Pension Fund Regulatory and Development Authority (PFRDA). These numbers are designated for service and transaction calls to existing customers and for communication from government entities to citizens. The core objective is to make these calls recognizable and trustworthy for recipients.

Under the Telecom Commercial Communications Customer Preference Regulation (TCCCPR), it is crucial to note that calls originating from 1600 series numbers cannot be tagged, blocked, or filtered. This regulation ensures that customers easily identify legitimate communications from the BFSI and government sectors.

The Role of 140 Series Numbers in Promotions

On the other hand, the 140xx series numbers are designated for promotional calls across all sectors. Entities wanting to utilize the 140 series must register with Telecom Service Providers while adhering to the TCCCPR regulations. Notably, customers retain the right to manage these promotional calls by registering their preferences on the Do Not Disturb (DND) registry.

If a customer opts to block promotional calls from certain sectors via the DND registry, they will not receive calls from the 140 series numbers associated with those sectors. The DND registration can be done through various platforms, including the TRAI DND App. Importantly, aside from opting to block calls through the DND, no other tagging or filtering of calls from 140 series numbers is allowed, to prevent any potential confusion for customers.

TRAI’s clarifications highlight the importance of understanding how these designated series of numbers operate and protect consumers from misinformation. As technology and telecommunication services evolve, maintaining clear communication remains paramount for consumers and service providers alike.
