CAQM Signs MoU with CSIR-Central Road Research Institute and School

In a significant move to tackle road dust pollution in the National Capital Region (NCR), the Commission for Air Quality Management (CAQM) has entered into a tripartite Memorandum of Understanding (MoU) with the CSIR-Central Road Research Institute (CSIR-CRRI) and the School of Planning and Architecture (SPA), New Delhi. This collaboration aims to implement a Standard Framework for the redevelopment of urban roads, focusing on paving and greening pathways and sidewalks to reduce dust pollution in Delhi-NCR. The initiative will begin with nine urbanized cities in the region, marking a proactive step towards improving air quality.
Collaboration Details
The MoU establishes a partnership between CAQM, CSIR-CRRI, and SPA to enhance the management of road dust pollution. Under this agreement, a Project Monitoring Cell (PMC) will be set up at CAQM to oversee the implementation of the Standard Framework. This cell will ensure that the redevelopment of roads aligns with the framework’s guidelines, which are designed to mitigate dust pollution effectively. The collaboration leverages the expertise of CSIR-CRRI in road engineering and asset management, alongside SPA’s knowledge in sustainable urban planning and greening solutions.
Focus on Urban Areas
The first phase of this initiative will target nine highly urbanized and industrialized cities within the NCR, including Delhi, Faridabad, Gurugram, Sonipat, Ghaziabad, Noida, Greater Noida, Bhiwadi, and Neemrana. By concentrating on these areas, the project aims to address the most pressing sources of road dust pollution. The involvement of local state governments and the Delhi government will be crucial in ensuring the successful implementation of the framework across these cities.
Standard Framework Components
The Standard Framework includes several key components aimed at improving road conditions and reducing dust emissions. These components consist of cross-section designs for various road types, greening measures to mitigate dust within the right-of-way, and a Web-GIS-based Road Asset Management System (RAMS) for effective road maintenance. Additionally, the framework promotes the adoption of new technologies in road construction and maintenance, ensuring that the latest advancements are utilized to enhance urban infrastructure.
Institutional Support and Monitoring
As part of the MoU, CSIR-CRRI and SPA will provide institutional support and technical guidance to the newly established PMC at CAQM. They will assist in setting up the PMC, recommend suitable manpower, and guide the hired resources in monitoring road development projects based on the Standard Framework. A dedicated dashboard will be created to facilitate data-driven tracking and monitoring of specific road projects, ensuring transparency and accountability throughout the implementation process. This comprehensive approach aims to transform urban roads through scientific design and sustainable practices, ultimately contributing to improved air quality in the NCR.
