Budget 2026 Anticipations: Private Space Companies Advocate for Procurement Boost and Critical Infrastructure Designation

India’s burgeoning private space sector is urging the government to enhance public procurement of space-related products and services ahead of the upcoming Union Budget. Industry leaders emphasize the need for formal recognition of space assets as critical infrastructure, which they believe will facilitate financing and promote growth. They argue that assured government demand and improved access to long-term capital are vital for domestic companies engaged in capital-intensive areas such as satellite manufacturing and launch services.

Call for Government Support

Industry experts are advocating for increased government involvement in the private space sector. Awais Ahmed, founder and CEO of Pixxel Space, highlighted the importance of the government as a significant anchor customer. He acknowledged recent initiatives, such as the research and innovation fund, but stressed the need for capital to flow into capital-intensive businesses. Ahmed believes that with the right support, India can emerge as a global leader in space and artificial intelligence. The Indian Space Association (ISpA) has joined forces with consultancy firm Deloitte to recommend that the government classify space infrastructure as a critical sub-sector. This classification would enable access to low-cost, long-term financing, thereby reducing the sector’s overall cost of capital.

Challenges Facing the Industry

Despite the potential for growth, the private space industry faces significant challenges. ISpA has pointed out that the lack of assured government procurement is a major constraint. They argue that a formal procurement mandate would not only anchor industry growth but also allow the Indian Space Research Organisation (ISRO) to concentrate on strategic missions. The association noted that international agencies, such as NASA and the European Space Agency, have successfully adopted industry-led procurement models, sourcing a substantial portion of their systems from private companies. This approach has proven effective in fostering innovation and competitiveness.

Recommendations for Policy Changes

To alleviate financial pressures, industry leaders are calling for targeted fiscal support and policy changes. Srinath Ravichandran, founder and CEO of Agnikul Cosmos, emphasized the need for recognizing space infrastructure as critical. He suggested that this recognition could unlock low-cost financing and rationalize taxes on specialized launch components. Additionally, he called for clearer long-term procurement visibility and deeper collaboration with ISRO and IN-SPACe. Suyash Singh, co-founder and CEO of GalaxEye, echoed these sentiments, advocating for fiscal incentives for indigenous satellite manufacturing and expanded government funding for deep-tech initiatives.

Future Prospects and Strategic Importance

ISpA and Deloitte have underscored the vital role of space infrastructure in various sectors, including telecommunications, defense, and disaster management. They believe that formal recognition of space assets could lower financing costs and enhance national resilience. The industry body also proposed that all government entities procure satellite imagery and geospatial data exclusively from Indian companies. Furthermore, they suggested implementing a geo-tagging framework for space entities and restricting access to sensitive satellite data to ensure security. As the demand for geospatial intelligence grows, experts like Krishanu Acharya from Suhora Technologies are advocating for increased budget allocations for satellite data analytics, particularly in the defense sector. This focus could bolster India’s capabilities in intelligence and surveillance while integrating domestic solutions into defense operations.
