The Council for Leather Exports (CLE) is set to host the Delhi International Leather Expo (DILEX) 2025 on February 20-21 at Yashobhoomi, ICC Dwarka, New Delhi. Government Initiatives to Support the Leather Sector
The Indian government has introduced several reforms to support the leather industry. One significant change is the reduction of the Basic Customs Duty (BCD) on wet blue leather from 10% to zero, effective February 2, 2025. This move addresses a long-standing demand from the industry. Additionally, the government has eliminated the export duty on crust leather. These measures are part of a broader strategy to boost manufacturing and exports, particularly in the footwear sector.
A Special Package has been launched to enhance productivity, quality, and competitiveness in the leather industry. This initiative aims to generate a turnover of โน4 lakh crore and exports of โน1.1 lakh crore, creating approximately 22 lakh jobs. The government’s proactive approach is crucial for the industry’s growth and sustainability.
Support for Micro, Small, and Medium Enterprises (MSMEs)
To further support the growth of MSMEs in the leather sector, the government has increased investment and turnover classification limits. The credit guarantee coverage for micro and small enterprises has been doubled to โน10 crore. This change is expected to unlock an additional โน1.5 lakh crore in credit over the next five years.
Custom financial assistance will also be available, including tailored credit cards for micro-enterprises and support for SC/ST women entrepreneurs. These initiatives aim to promote inclusive growth and ensure that all segments of the industry benefit from the government’s support. An Export Promotion Mission will be launched with specific sectoral and ministerial targets to enhance the industry’s global competitiveness.

Shri Vimal Anand, Joint Secretary, echoed these sentiments, stating that the Union Budget 2025 has provided a much-needed boost to the leather and footwear sector. With enhanced credit access and rationalized duties, the industry is well-positioned for significant growth in the coming years.
