India’s Sugar Imports: Exploring the Reasons Behind the Move as Prices Reach Record Highs

India is exploring several measures to address soaring sugar prices, which have surged ahead of the peak festival season. The government is considering limited duty-free sugar imports and tighter stockholding limits for bulk traders, according to sources familiar with the matter. These steps aim to boost domestic supplies and stabilize prices, which have reached record levels.

The government source indicated that the recent price hikes are unwarranted and that various tools are being evaluated to control them. Options under consideration include lowering stockholding limits, permitting limited sugar imports, reducing import duties, and adjusting monthly sugar sales allocations for mills.

Sugar Prices Jump Nearly 20% in August

Wholesale sugar prices in Kolhapur, Maharashtra, have increased nearly 20% since early August, reaching a record Rs 5,350 per 100 kg. This rise has occurred despite assessments suggesting that domestic supplies should suffice until the next season’s sugar begins to arrive. However, traders report that local market supplies remain tight. Ashok Jain, president of the Bombay Sugar Merchants Association, stated that only imports could help alleviate the supply constraints and lower prices during the festival season.

As the world’s largest sugar consumer, India’s decisions regarding imports could significantly impact global sugar prices. Increased buying by India may support international sugar prices while also helping the government manage domestic costs.

Festival Demand Puts Pressure on Supplies

Sugar demand typically rises in India from August to November, coinciding with major festivals like Ganesh Chaturthi, Dussehra, and Diwali. This period sees heightened consumption of traditional sweets and sugar-based products, further straining domestic supplies. The government is therefore considering multiple policy options, including imports and stock limits, rather than relying on a single solution.

Additionally, the government may adjust the quantity of sugar mills are permitted to release for domestic sale each month and could lower import duties to enhance the competitiveness of overseas sugar. Notably, India has not depended on significant sugar imports for nearly a decade, making any decision to allow imports a significant policy shift. This consideration follows reports that India is looking to reduce the amount of sugarcane diverted to ethanol production in the upcoming season, potentially increasing domestic sugar output.
