DRI Exposes Fraudulent Areca Nut Import Network, Arrests Nine

The Directorate of Revenue Intelligence (DRI) has successfully dismantled a significant network allegedly involved in smuggling areca nuts into India by misrepresenting their origin. In a month-long operation, the agency discovered that these nuts were falsely declared as being from Bangladesh. This fraudulent activity has led to a staggering estimated loss of over Rs. 2,500 crore in government revenue.

Typically, areca nuts imported into India incur a Basic Customs Duty (BCD) of 100%. However, those imported from Bangladesh, under the South Asian Free Trade Area (SAFTA) agreement, are entitled to complete customs duty exemption if they comply with the Rules of Origin. The DRI’s investigation indicates that certain syndicates exploited this loophole on a massive scale, importing areca nuts from countries like Indonesia, Thailand, and Malaysia while declaring them as Bangladeshi goods.

Extensive Investigations and Major Discoveries

Acting on gathered intelligence, the DRI conducted simultaneous searches in Kolkata and Visakhapatnam at multiple locations associated with importers and customs brokers. The operations led to the recovery of critical documents and evidence confirming the South-East Asian origin of the areca nuts. Furthermore, officials seized approximately Rs. 75 lakh in cash believed to be derived from the sale of these illegally imported goods along with a live consignment of around 160 metric tons of areca nuts.

Impacts of Fraudulent Imports

The scope of this fraudulent scheme has implications beyond mere financial losses. It creates unfair competition for domestic areca nut growers and legitimate traders by distorting market prices and undermining fair trade practices. This operation highlights a systematic issue that threatens economic stability in border areas.

Legal Actions and Further Investigations

So far, nine individuals have been arrested in connection with this extensive investigation. The DRI has identified a specific customs broker firm as primarily responsible for facilitating the vast majority of these fraudulent imports. In response to the findings, the competent authority has suspended the customs broker’s license.

The investigation also uncovered the use of hawala channels and fake entities to manage the financial flows associated with these illegal activities. This highly organized scheme involved the masterminds arranging the imports through an Export Processing Zone (EPZ) in Bangladesh, merely altering the containers to pass off the goods as originating from Bangladesh, all while charging high commissions from Indian importers.

The DRI’s operation signifies a major blow to an organized network engaged in systematic misrepresentation and customs evasion, aiming to protect both the economy and legitimate market players.
