Union Ministry of Education Unveils 2025-26 Performance Grading Index

The Union Ministry of Education has unveiled the Report on the Performance Grading Index 2.0 for States and Union Territories (PGI-S) along with the Performance Grading Index for Districts (PGI-D) for the academic year 2025-26. This comprehensive evaluation framework is designed to enhance educational outcomes across India’s vast educational landscape, which consists of over 1.4 million schools, more than 10.3 million teachers, and nearly 247 million students from diverse backgrounds.

Performance Grading Index for States and Union Territories

The Performance Grading Index for States and UTs (PGI-S) was developed by the Department of School Education and Literacy, aiming to assess the educational performance of these regions. By categorizing States and UTs into various performance grades, the PGI-S facilitates a balanced evaluation system that highlights strengths and areas in need of improvement.

This evaluation framework uses a total of 1,000 points distributed across 70 indicators that are organized into two key categories: Outcome and Governance & Management. It encompasses six domains, including Learning Outcomes and Quality, Access, Infrastructure & Facilities, Equity, Governance Processes, and Teachers Education & Training. The PGI-S framework is closely connected to data collected from sources such as the Unified District Information System for Education Plus (UDISE+), PARAKH Rashtriya Sarvekshan 2024, and various educational portals.

Performance Grading Index for Districts

Building on the success of the PGI-S, the Ministry has launched the Performance Grading Index for Districts (PGI-D). This initiative aims to evaluate districts on common educational parameters, emphasizing the measurement of outcomes resulting from educational policies.

The PGI-D is structured with a total of 600 points allotted across 70 indicators that fall under six categories, such as Outcomes, Effective Classroom Transaction, Infrastructure Facilities & Student Entitlements, School Safety & Child Protection, Digital Learning, and Governance Process. These categories further break down into 11 specific domains, including Learning Outcomes and Quality, Access Outcomes, Teacher Availability and Professional Development Outcomes, and many more. Just like the PGI-S, the data for PGI-D is sourced from UDISE+, PARAKH Rashtriya Sarvekshan 2024, and the PRABANDH Portal.

The newly released reports on the Performance Grading Index 2.0 for States/UTs and for Districts for the year 2025-26 can be accessed online, providing detailed insights into the educational performance across India.
