NHRC to Hold Online Hearing on Bonded Labour Cases in Haryana

The National Human Rights Commission (NHRC) of India is set to conduct a significant online hearing on July 9, 2026. This hearing will address a total of 86 cases concerning alleged bonded labour in brick kilns located in various districts of Haryana. Justice V. Ramasubramanian, the Chairperson of the NHRC, will preside over the virtual session, accompanied by senior officials from the commission.

In preparation for the hearing, the NHRC has mandated the attendance of the State Chief Secretary or their representative, the Labour Commissioner, as well as all relevant District Magistrates (DMs). These officials are required to present comprehensive reports detailing the actions they have taken regarding the identification and release of bonded labourers. They will also need to provide information about the registration of these individuals on the e-Shram portal, which serves as a central platform aimed at supporting unorganised workers.

Focus of the Hearing

The upcoming session will primarily evaluate the responses from the DMs concerning the complaints forwarded to them by the NHRC. Additionally, the status of compliance with the Bonded Labour System (Abolition) Act of 1976 will be scrutinised alongside directives from the Supreme Court related to the Bandhua Mukti Morcha and Asiad Workers’ cases, along with other pertinent issues.

Assessment of Rehabilitation Efforts

Another key area of focus during the hearing will be the evaluation of rehabilitation packages available for rescued labourers. This includes financial assistance, skill development programs, and opportunities for alternative livelihoods. The NHRC will review the progress made in registering these individuals on the e-Shram portal to ensure they can access necessary social security benefits. Measures implemented to prevent a resurgence of bonded labour in the identified regions will also be addressed.

NHRC’s Commitment

This virtual hearing reflects the NHRC’s steadfast commitment to the elimination of bonded labour nationwide and to ensuring that the provisions of the Bonded Labour System (Abolition) Act, 1976, are strictly observed. The Supreme Court had entrusted the NHRC with monitoring compliance with this legislation and preceding court orders on May 11, 1997.
