Nationwide Expansion of PM-SETU to Transform ITIs Across India

The 4th National Steering Committee (NSC) of the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) convened today under the leadership of Ms. Debashree Mukherjee, Secretary of the Ministry of Skill Development and Entrepreneurship (MSDE). Key officials present included Mr. Dilip Kumar, Director General of the Directorate General of Training (DGT), and Ms. Manasi Sahay Thakur, Joint Secretary, along with senior representatives from state governments, industry leaders, and multilateral development partners.

In a significant advancement for skill development in India, the Committee decided to transition PM-SETU from its pilot phase to a full-scale rollout across all 200 designated ITI clusters. This shift allows for state and union territory involvement based on their readiness and capacity for implementation. Enhanced measures were also approved to streamline the execution of the initiative, bolster industry participation, boost engagement from Public Sector Undertakings (PSUs), and broaden the supportive institutional framework for PM-SETU.

Strategic Investment Plans Unveiled

An outcome of notable importance from the meeting was the approval of Strategic Investment Plans (SIPs) totaling ₹1,237.58 crore. Major industry players are stepping in as Anchor Industry Partners, including Jindal Naveen Avasar Limited in Odisha and ArcelorMittal Nippon Steel India in Gujarat, alongside Apollo Medskills and two additional clusters in Telangana. These SIPs, which were recommended by state steering committees, are set to catalyze the industry-led modernization of ITI clusters nationwide.

ITI Clusters Overview

The approved ITI clusters are structured to enhance job readiness and employability in specific regions:

Odisha: The cluster features Government ITI Barbil as the Hub, with spokes including Government ITI Anandapur, Government ITI Koira, Government ITI Karanjia, and Government ITI Barkote. Jindal Naveen Avasar Limited has been appointed as the Anchor Industry Partner with an investment proposal of ₹240.21 crore.

Gujarat: Government ITI Surat serves as the Hub, accompanied by Government ITI Hajira, Government ITI Bardoli, Government ITI Sachin, and Government ITI Surat (Mahila) as spokes. ArcelorMittal Nippon Steel India will act as the Anchor Industry Partner, committing a proposed investment of ₹240.18 crore.

Telangana: The state will see multiple ITI clusters. The first features Government ITI Old City as the Hub, with spokes comprising Government ITI Warangal, Government ITI Nalgonda Boys, Government ITI Vikarabad Girls, and Government ITI Panjaguda. Apollo Medskills Limited has been selected as the Anchor Industry Partner with a proposed investment of ₹241.01 crore.

Additionally, Government ITI Patancheru will serve as another Hub, with supporting ITIs in Shadnagar, Marpally, Nalgonda (New), and Bhongir, driven by an investment from Sri Siddharth Infratech & Services (I) Pvt. Ltd. totaling ₹275.24 crore. Lastly, the Government ITI Sangareddy will act as Hub, backed by spokes from various other ITIs, with Neuland Foundation as the Anchor Industry Partner contributing ₹240.94 crore.

PM-SETU is prominently recognized as one of the Government’s flagship initiatives aimed at revitalizing India’s ITI landscape through robust partnerships with the industry, upgraded facilities, up-to-date curricula, and enhanced employability outcomes.
