India Launches SUMAN Roadmap 2030 for Maternal and Newborn Health

In a significant move to enhance maternal and newborn healthcare, Union Minister of Health and Family Welfare, Shri Jagat Prakash Nadda, officially unveiled the ‘SUMAN Roadmap 2030’ at the 16th Conference of the Central Council of Health and Family Welfare (CCHFW). This comprehensive strategic framework aims to bolster healthcare systems and expedite progress towards achieving Sustainable Development Goals (SDGs) related to reducing maternal and newborn mortality by the year 2030.
The SUMAN Roadmap 2030 is crafted to tackle persistent challenges in maternal and newborn health, acknowledging that while India has made commendable strides over the last decade, significant improvements are still necessary—particularly in high-focus states. This roadmap shifts away from a one-size-fits-all approach and instead offers tailored, evidence-based interventions specific to the unique needs of various states and districts across the country.
Comprehensive Life-Cycle Approach
Employing a life-cycle approach, the SUMAN Roadmap integrates healthcare interventions at every stage—from pre-pregnancy care to postnatal support. It promotes holistic health initiatives that intersect with child health, adolescent health, family planning, and nutrition, ensuring comprehensive service delivery under the RMNCHA+N framework.
Targeted Support for High-Risk Pregnancies
A standout feature of the roadmap is its structured four-stage framework focusing on identifying, tracking, and managing high-risk pregnancies. This multifaceted system emphasizes antenatal high-risk pregnancy management, intrapartum care, and ongoing support for postnatal mothers. It also addresses local challenges such as transportation barriers, particularly for communities in remote and tribal areas.
Focused Initiatives Across High-Focus States
The roadmap plans to implement targeted strategies across 130 districts in 13 high-focus states, including Assam, Bihar, and Uttar Pradesh. A key initiative is the comprehensive SUMAN Package for Pregnant Women, which includes timely registration, thorough antenatal care, and sufficient postpartum hospital stay. Additionally, community health workers will conduct bi-weekly home visits to provide essential screenings and nutritional guidance during the critical last trimester of pregnancy.
Infrastructure Improvements and Community Engagement
To enhance maternal care delivery, the SUMAN Roadmap introduces financial support for caregivers accompanying mothers during the postnatal period and reinforces transportation links for urgent cases. Infrastructure initiatives will require establishing Birth Waiting Homes, Maternal and Child Health Wings, and Obstetric High Dependency Units in underserved areas.
The roadmap not only sets forth a plan for all states and Union Territories to ensure that maternal and newborn health services reach saturation but also institutionalizes measures such as pre-pregnancy folic acid supplementation and comprehensive nutrition programs to prevent maternal anaemia.
Community Participation as a Core Strategy
Community involvement is highlighted as a critical element of the SUMAN Roadmap. Initiatives like the SUMAN Panchayat aim to promote zero maternal and infant deaths and ensure universal access to antenatal care and institutional deliveries. The introduction of Mothers’ Picnic serves as a platform to foster awareness and adoption of healthy practices in maternal and newborn care.
Looking Ahead
The strategic framework also emphasizes the importance of systems for maternal death surveillance and response, alongside technological advancements like AI-enabled labor rooms and digital monitoring through the JANANI portal. The overarching goal remains clear: to reduce the Maternal Mortality Ratio (MMR) to below 70 per 100,000 live births by 2030 while striving for zero preventable maternal and newborn deaths across India.
