Delhi Government Enforces New Fuel Supply Regulations: Businesses Must Apply for PNG Connection to Access LPG

The Delhi government has implemented new regulations for the supply of commercial LPG cylinders, linking eligibility to the adoption of piped natural gas (PNG) in areas where the infrastructure is available. This decision, announced by the Food, Supplies and Consumer Affairs Department, modifies previous policies regarding commercial LPG distribution. Under the revised guidelines, businesses must register with their oil marketing company (OMC) and apply for a PNG connection to receive LPG supplies, while those in areas without PNG access must declare their intent to switch once it becomes available.

New Eligibility Requirements for LPG Supply

The recent order mandates that commercial and industrial users can only obtain LPG supplies if they are registered with the relevant OMC and have applied for a PNG connection where such infrastructure exists. This change aims to streamline the transition from LPG to PNG, promoting a cleaner energy source. For consumers in regions yet to be connected to the PNG network, a formal declaration of intent to switch is required. This ensures that the government can track and encourage the shift towards more sustainable energy options.

Verification and Compliance Measures

To ensure compliance with the new regulations, OMCs are responsible for verifying consumer records. They must collect documentation at least once to confirm that consumers are registered and have either applied for a PNG connection or expressed their intent to do so. The details of these consumers will be shared with Indraprastha Gas Limited (IGL) for further processing. The order emphasizes the importance of maintaining accurate records to prevent misuse and ensure that the transition to PNG is effectively managed.

Operational Flexibility for Businesses

The order allows for some operational flexibility, enabling businesses that require both LPG and PNG to submit requests to the additional commissioner of the department. These applications can be collected by OMCs and forwarded for consideration. Decisions will be made in consultation with the three OMCs, ensuring that businesses can address their specific energy needs while adhering to the new regulations. This approach aims to balance the transition to PNG with the immediate energy requirements of commercial entities.

Government’s Broader Energy Strategy

These revised norms are part of the government’s broader strategy to alleviate pressure on LPG supplies. Additional commissioner Arun Kumar Jha highlighted that Delhi has approximately 5.6 million domestic LPG connections and urged residents to ensure their connections are correctly registered. He emphasized the importance of expanding PNG infrastructure, stating that the pipeline network has reached every village. To further support residents, the department has established a control room to monitor developments and address complaints, encouraging the public to report any suspicious activities through designated helpline numbers.
