Raghav Chadha Advocates for Joint Tax Filing for Married Couples: Exploring the Potential Mechanism

Aam Aadmi Party MP Raghav Chadha has recently put forward a series of reforms aimed at alleviating financial burdens on everyday citizens. In a speech delivered in Parliament, he emphasized the need for changes in tax, pension, and banking policies. Chadha’s proposals include allowing married couples to file joint income tax returns, restoring full income tax exemptions on disability pensions for wounded soldiers, and eliminating penalty charges on bank accounts that do not maintain a minimum balance. His speech, titled “I Do Not Oppose, I Rise to Propose,” aims to address the financial anxieties faced by ordinary Indians.

Joint Income Tax Return for Married Couples

Chadha’s proposal for optional joint income tax filing for married couples seeks to address the inequities in the current tax system. He pointed out that the existing framework can unfairly penalize couples with disparate earnings. For instance, he illustrated a scenario where two partners each earn Rs 10 lakh, resulting in no tax liability. Conversely, if one spouse earns Rs 20 lakh while the other remains at home, the couple faces a tax burden of Rs 1.92 lakh despite having the same total household income. Chadha argued that the tax system treats spouses as individuals rather than as a family unit, which can lead to financial strain. He believes that implementing joint filing could allow families to pay zero tax under certain conditions. The Institute of Chartered Accountants of India (ICAI) has also advocated for this reform, suggesting that it could significantly alter personal income tax structures and improve financial management for families.

How Joint Tax Return Filing Might Work

If the government adopts the joint filing option, it could reshape how couples manage their taxes. The proposed system might feature restructured tax slabs, such as no tax for incomes up to Rs 6 lakh and a 5% rate for incomes between Rs 6 lakh and Rs 14 lakh. Additionally, standard deductions and exemption thresholds could be adjusted to benefit joint filers. This flexibility would allow couples to choose joint filing only when it is advantageous, while still retaining the option to file separately. The potential benefits of this proposal vary across different household types. For instance, single-earner couples could see a reduced tax liability, while dual-earner couples with modest incomes might benefit from higher exemptions and deductions. However, high-income dual-earner couples may need to evaluate their tax situation carefully, as their combined income could push them into a higher tax bracket.

Restoration of Disability Pension Exemptions

In addition to tax reforms, Chadha called for the restoration of full income tax exemptions on disability pensions for all wounded soldiers, not just those who have been invalided out of service. This proposal aims to provide equitable financial support to all veterans who have sacrificed for the country. By ensuring that all wounded soldiers receive full tax relief on their pensions, the government can better support those who have faced significant challenges due to their service. This reform is part of a broader effort to recognize and reward the sacrifices made by military personnel.

Affordable Food Initiatives at Airports

Chadha also addressed the issue of food affordability at airports, urging the government to expand the Udaan Yatri Cafe initiative nationwide. He proposed that these cafes be relocated inside airport departure areas to provide travelers with access to low-cost meals. While he acknowledged the government’s existing efforts to introduce such cafes, he stressed the importance of increasing their availability to ensure that air travelers can access affordable food options. This initiative aims to enhance the travel experience for passengers and alleviate some of the financial pressures associated with airport dining.
