Impact of US Midterm Elections: Implications of a Democratic Victory on India’s Trade Relations

The upcoming midterm elections in the United States on November 3 are generating significant interest in India, particularly regarding their potential impact on trade relations and business conditions. The election results may introduce new uncertainties surrounding U.S. trade policies, including tariffs, government spending, and the risk of a government shutdown. A shift in the political landscape in Washington could lead to increased scrutiny of President Donald Trump’s policies, although immediate relief from existing tariffs is unlikely.

According to a report by ICICI Bank, there is a 63 percent probability that Democrats will gain control of both chambers of Congress. The likelihood of them winning the House of Representatives is estimated at 90.9 percent, while the chance of securing the Senate stands at 64 percent. A Democratic majority could prompt greater examination of the Trump administration’s policies on tariffs, immigration, and government spending. However, a change in congressional control may not result in an immediate overhaul of current policies.

Tariff Uncertainty to Continue

While a shift in congressional control may lead to more discussions about U.S. trade policies, businesses should not anticipate an overnight change to the existing tariff framework. The report indicates that the immediate effects of Democratic control would likely include increased oversight, legislative disputes, and heightened uncertainty for businesses, rather than an automatic dismantling of tariffs. Democrats may seek to review certain tariffs or limit the President’s authority to impose them. However, any significant changes could face obstacles, as the President retains veto power and independent authority over tariff imposition. This suggests that uncertainty regarding U.S. trade and tariff policies may persist even if Democrats gain ground in Congress.

AI, Data Centres Unlikely to Face Major Investment Shift

The midterm election results are not expected to significantly impact investments in artificial intelligence (AI) and data centers in the U.S. The report notes that the states where Republicans could potentially lose account for only about 15 percent of total data center capacity in the country. This limits the potential influence of a political shift on investment in this sector. However, data centers may experience increased scrutiny regarding their resource consumption and environmental impact. Democrats have expressed concerns about the high electricity and water usage of these facilities. An average data center with a capacity of 100 megawatts consumes approximately 2 million liters of water daily and uses more electricity than 75,000 homes. The report also highlights the possibility of a renewed dispute over the U.S. debt ceiling in mid-2027, with government debt nearing $40 trillion against a borrowing limit of $41.1 trillion.
