India Launches Digital Tools for 2027 Census with New Mascots

Union Home Minister and Minister of Cooperation Shri Amit Shah has officially introduced four cutting-edge digital tools and introduced two engaging mascots, “Pragati” and “Vikas,” for the upcoming Census-2027 during an event in New Delhi. This announcement represents a significant step in digitizing the enumeration process across the nation, empowering the government to carry out one of the largest census exercises in the world.
The initiative marks the first time that Census will incorporate digital methods along with the option for Self-Enumeration, which allows households to provide their information online. Senior officials, including the Union Home Secretary and the Registrar General and Census Commissioner, were present at the launch.
Meet the New Mascots
The newly unveiled mascots, “Pragati,” a female enumerator, and “Vikas,” a male enumerator, aim to present a relatable image for the Census-2027 initiative. They symbolize equal participation in the mission to transform India into a developed nation by the year 2047. These figures will help share vital information and messages about the Census with diverse audiences across the country.
Digital Innovations for Census 2027
The Census-2027 will rely on four innovative digital tools designed to streamline the data collection process:
- Houselisting Block Creator (HLBC) Web Application: This web-map application allows Charge Officers to create Houselisting Blocks using satellite imagery, ensuring standardized coverage nationwide.
- HLO Mobile Application: A secure mobile app enabling authorized enumerators to gather and upload Houselisting data directly, bypassing traditional paperwork. This app works offline and supports 16 regional languages.
- Self-Enumeration (SE) Portal: For the first time, households can submit their information online through this secure web portal, generating a unique Self-Enumeration ID (SE ID) for verification by enumerators.
- Census Management and Monitoring System (CMMS) Portal: A centralized web-based platform for planning, managing, and monitoring census activities, allowing officials at various administrative levels to track progress in real time.
To facilitate this extensive undertaking, over 3 million enumerators, supervisors, and census officials will be deployed nationwide, ensuring comprehensive and secure door-to-door data collection.
Phased Approach to Enumeration
The Census-2027 will unfold in two distinct phases. Phase 1 involves the Houselisting and Housing Census, during which information regarding housing conditions and household amenities will be gathered. Scheduled to take place from April 1 to September 30, 2026, this phase will also offer an optional 15-day Self-Enumeration period prior to the start of field operations.
Phase 2, the Population Enumeration, is set for February 2027 across India, except for certain snow-bound areas where it will commence in September 2026. This phase will also include questions regarding caste, marking another first for the Census.
The reference date for the Census-2027 will be 00:00 hours on March 1, 2027, for most states, while specific regions will refer to 00:00 hours on October 1, 2026.
