India-EU Free Trade Agreement Negotiations: Piyush Goyal’s Upcoming Visit to Brussels Marks Final Phase
Union Commerce and Industry Minister Piyush Goyal is set to embark on a crucial trip to Brussels this week for high-level discussions regarding the long-awaited India-European Union (EU) free trade agreement. Scheduled for January 8 and 9, Goyal’s visit comes as negotiations enter their final and most challenging phase. He will meet with Maros Sefcovic, the EU’s executive vice-president and commissioner for trade, to address sensitive issues that have stalled progress. Prior to his Brussels meetings, Goyal will stop in Liechtenstein to discuss enhancing trade and investment ties.
Key Meetings in Brussels
During his visit to Brussels, Piyush Goyal will engage in critical discussions with Maros Sefcovic, focusing on the India-EU free trade agreement, which has been under negotiation for several years. The talks have reached a complex stage, with both sides striving to resolve outstanding issues. Commerce Secretary Rajesh Agrawal will accompany Goyal, emphasizing the importance of this diplomatic mission. The discussions are particularly significant as they aim to bridge gaps that have persisted in negotiations, which were described as entering the “most difficult” phase by Agrawal in December. The urgency of these talks is underscored by the EU’s carbon border adjustment mechanism, which could impact Indian exports.
Trade Relations with Liechtenstein
Before heading to Brussels, Goyal will make a stop in Liechtenstein on January 7. This visit aims to strengthen trade and investment relations between India and the small European nation, which is a member of the European Free Trade Association (EFTA). The EFTA includes Iceland, Norway, and Switzerland, and India implemented a free trade agreement with this bloc on October 1, 2025. Strengthening ties with Liechtenstein is seen as a strategic move to enhance India’s presence in European markets and facilitate smoother negotiations with the EU.
Progress on the India-EU Free Trade Agreement
The ongoing negotiations for the India-EU free trade agreement have resumed after an eight-year hiatus, with talks revitalized in June 2022. The 16th round of negotiations took place from December 3 to 9, covering essential topics such as trade in goods and services, investment, and technical barriers to trade. The EU is India’s largest trading partner in goods, with bilateral trade reaching $136.53 billion in 2024-25. Indian exports to the EU totaled $75.85 billion, while imports stood at $60.68 billion. The EU seeks significant tariff reductions in various sectors, including automobiles and medical devices, while Indian exporters anticipate substantial benefits, particularly in garments, pharmaceuticals, and steel.
Future Prospects and Challenges
As the negotiations progress, both India and the EU are keen to finalize the free trade agreement, which spans 23 chapters covering diverse areas such as customs, trade facilitation, and sustainable development. The EU’s demands for reduced tariffs and stronger intellectual property rights are countered by Indian exporters’ hopes for increased access to European markets. The outcome of these discussions could significantly reshape trade dynamics between India and the EU, impacting various sectors and potentially leading to enhanced economic cooperation. The upcoming meetings in Brussels will be pivotal in determining the future of this critical trade agreement.
