India Accelerates Trade with Russia, Prioritizing Pharma and Marine Approvals to Reach $100 Billion Target by 2030

India is actively seeking to enhance its trade relations with Russia by urging the country to expedite the approval processes for Indian exporters. During discussions in Moscow, Commerce Secretary Rajesh Agrawal emphasized the importance of implementing confidence-building measures to facilitate market access. This initiative is part of a broader strategy to increase bilateral trade, which currently stands at $25 billion, with a target of reaching $100 billion by 2030.

The Indian government has requested that Russia fast-track the approval processes for Indian exporters. This includes the expedited listing of Indian establishments and quicker registration of marine and pharmaceutical products. Commerce Secretary Rajesh Agrawal, who is in Moscow for the 26th Meeting of the India-Russia Working Group on Trade and Economic Cooperation, highlighted the need for a systems-based approach to streamline these processes. The Federal Service for Veterinary and Phytosanitary Supervision (FSVPS) in Russia plays a crucial role in this context, particularly concerning agricultural products. The discussions aimed to create a time-bound pathway for the registration and regulatory processes in the pharmaceutical sector, ensuring predictable timelines for Indian exporters.

Strengthening Economic Ties

During the meeting, Agrawal and Russian Deputy Minister of Economic Development Vladimir Ilyichev signed a protocol aimed at strengthening economic ties across multiple sectors. The working group identified various opportunities for collaboration, including engineering goods, chemicals, plastics, electronics, pharmaceuticals, agriculture, leather, and textiles. Both nations are keen to leverage India’s strengths in sectors such as smartphones, motor vehicles, and textiles to support Russia’s trade diversification efforts. This strategic partnership aims to mitigate risks and enhance economic resilience for both countries.

Encouraging Indian Services in Russia

India is also encouraging Russian entities to increase their procurement of Indian services, particularly in IT, healthcare, education, and creative sectors. The Indian delegation emphasized the need for predictable mobility for Indian professionals, especially in light of labor shortages in Russia. India showcased its robust Global Capability Centre (GCC) ecosystem, which comprises over 1,700 centers employing nearly 1.9 million professionals. This ecosystem is positioned as a valuable resource for Russian firms looking to enhance business continuity, cybersecurity, and supply-chain resilience.

Future Prospects and Bilateral Investment Treaty

The discussions between India and Russia also touched upon the potential for a bilateral investment treaty, which both countries are interested in concluding. Additionally, they agreed to explore payment solutions tailored to meet the needs of businesses, particularly small and medium enterprises. This engagement comes ahead of a significant bilateral event, with Russian President Vladimir Putin scheduled to visit India on December 5 for the Russia-India Forum. The ongoing dialogue reflects a commitment to deepening economic cooperation and expanding trade relations between the two nations.
