COP30: India Emphasizes Equitable, Concessional Finance as Key Element

India has emphasized the importance of equitable and predictable climate finance as essential for achieving global climate objectives during the Leaders’ Summit of COP30 in Belem, Brazil. Ambassador Dinesh Bhatia delivered India’s National Statement, highlighting the nation’s commitment to climate action based on principles of fairness and shared responsibility. The summit, which runs from November 10 to 21, marks the 10th anniversary of the Paris Agreement and serves as a platform for reflecting on global climate responses.

India’s Commitment to Climate Action

During the summit, India reiterated its dedication to climate action, which is guided by the principles of Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC). Ambassador Bhatia pointed out that India’s approach to climate change is rooted in equity and national circumstances. The country expressed gratitude to Brazil for hosting the summit, recalling the significant legacy of the Rio Summit, which laid the groundwork for global climate governance. The Ministry of Environment, Forest and Climate Change emphasized the need to celebrate the principles of equity and shared responsibility that were established during the Rio Summit.

Progress in Renewable Energy and Emission Reductions

India showcased its domestic achievements in reducing carbon emissions and expanding renewable energy capacity. The nation reported a 36% reduction in emission intensity of its GDP from 2005 to 2020 and surpassed its revised Nationally Determined Contribution (NDC) targets five years ahead of schedule. India has also created an additional carbon sink of 2.29 billion tonnes of carbon dioxide equivalent between 2005 and 2021. With nearly 200 GW of installed capacity, India is now the third-largest producer of renewable energy globally. The country highlighted its leadership role in promoting affordable renewable energy through initiatives like the International Solar Alliance, which connects over 120 countries.

Call for Global Collaboration and Accountability

While acknowledging its progress, India expressed concern over the lack of commitment from many developed nations regarding their NDC pledges. The country urged advanced economies to accelerate their emission reductions and fulfill their commitments to provide predictable climate finance, technology transfer, and capacity-building support. India reaffirmed its readiness to collaborate with all nations to implement sustainable solutions that are ambitious, inclusive, fair, and equitable. The Ministry of Environment reiterated India’s commitment to the Paris Agreement and emphasized the need for the next decade of climate action to focus on implementation, resilience, and shared responsibility.

Future Goals and Initiatives

At COP26 in 2021, India announced its five-part “Panchamrit” pledge, which includes ambitious targets such as achieving 500 GW of non-fossil electricity capacity and reducing emissions by 1 billion tonnes by 2030. The country aims to cut the emission intensity of its GDP by 45% and achieve net-zero emissions by 2070. Recent reports indicate that India’s growth in renewable energy is outpacing coal additions, positioning the nation as a leader in South and Southeast Asia. As the COP30 summit unfolds, India remains focused on fostering global cooperation to combat climate change effectively.
