Donald Trump Questions India’s Purchase of Russian Crude Oil: Current Developments Explained

Will India cease its oil imports from Russia? This question arises amid claims from former US President Donald Trump that Indian Prime Minister Narendra Modi assured him of such a decision. However, India’s Ministry of External Affairs has refuted any knowledge of such a conversation. Despite international pressure, Russia remains India’s largest oil supplier, accounting for 34% of India’s crude imports in September, according to recent data.

India’s Stance on Russian Oil Imports

India has been under scrutiny regarding its oil imports from Russia, especially following Trump’s assertions. The US has urged India to reduce its purchases, arguing that these transactions support Russia’s military actions in Ukraine. In response to India’s continued imports, the US government imposed a 25% additional tariff on Indian exports, a move not mirrored for other nations buying Russian oil. Notably, China, which is the largest buyer of Russian crude, has not faced similar tariffs. Despite a slight decline in the volume of Russian oil imported by India, the country still received over 4.5 million barrels per day in September, with Russia supplying a significant portion of this.

The Indian government has emphasized its commitment to diversifying energy sources to stabilize prices and ensure supply security. External Affairs Ministry spokesperson Randhir Jaiswal stated that India’s energy procurement decisions are made with consumer protection in mind, especially in volatile market conditions. He clarified that there was no recent phone conversation between Modi and Trump, dismissing claims of an assurance to halt Russian oil purchases. The last recorded discussion between the two leaders took place on October 9.

Current Russian Oil Purchases by India

In September, Indian refiners imported Russian crude valued at approximately $2.91 billion, making India the second-largest buyer after China. The total fossil fuel imports from Russia amounted to $4.2 billion, with India trailing behind China in both crude and refined fuels. However, Russian crude imports to India saw a 9% decrease in September, marking the lowest level since February. This decline is attributed to state-run refiners cutting back on purchases, which fell by 38% compared to previous months.

Despite the reduction, Russian oil still constitutes a significant portion of India’s total crude imports, accounting for 34%. The overall imports have remained steady, with approximately 1.6 million barrels per day being imported in October. Analysts suggest that the decrease in imports is primarily due to market conditions rather than external pressures from the US or Europe. The current pricing dynamics have made Russian crude less attractive, prompting Indian refineries to explore alternatives from West Asia, Africa, and the United States.

India’s Energy Diversification Efforts

While India continues to rely on Russian oil, it is also looking to strengthen its energy ties with the United States. A senior official from India’s commerce ministry indicated that the country has the capacity to increase its oil purchases from the US by an additional $15 billion. This move reflects India’s intent to diversify its energy sources and address trade imbalances with the US, which has raised concerns about India’s ongoing Russian oil imports.

Trade Secretary Rajesh Agrawal noted that energy procurement from the US has been on the rise, with current figures averaging between $12 and $13 billion. The Indian government is actively engaging with US counterparts to finalize an agreement that could potentially reduce the trade surplus with the US, which currently stands at $42.7 billion. The strategic plan includes significant purchases of American goods, including defense equipment and oil, aimed at enhancing market access and reducing trade restrictions.
